Job description

The Facility Security Officer (FSO) is responsible for overseeing and managing all aspects of security at a facility, particularly in environments that require strict adherence to government security regulations. FSOs are typically employed in defense contracting, government agencies, or organizations that handle classified information. The FSO will manage and administer industrial security programs in compliance with Department of Energy (DOE) Instructions, DoD Manuals, NISPOM, ICDs, and other relevant security directives.

Requirements

Role & Responsibilities :

  • Oversee personnel security, including processing access paperwork, conducting background checks, and maintaining clearance records.
  • Develop, implement, and manage a comprehensive security program in compliance with federal regulations such as NISPOM, DFARS, and ICDs.
  • Provide ongoing security training to employees on handling classified materials, recognizing threats, and using security protocols.
  • Conduct security audits and inspections to ensure compliance with government security standards and facility policies.
  • Serve as the primary liaison with internal and external stakeholders, including government agencies, ensuring compliance with security requirements.
  • Manage the receipt, storage, and destruction of classified materials and sensitive information per applicable regulations.
  • Implement and maintain physical security measures, including access controls, surveillance systems, and visitor management.
  • Investigate and report security incidents, violations, and suspicious activities, and implement corrective actions when necessary.
  • Coordinate and process security clearances for employees and contractors, ensuring all clearance requirements are met.
  • Oversee the proper handling, storage, and declassification of classified information and ensure it is properly marked and secured.
  • Maintain emergency preparedness plans, including evacuation and contingency procedures.
  • Collaborate with government security agencies such as DSS, NRO, and DOE for security reviews and inspections.
  • Ensure all facility security activities are compliant with regulations like NISPOM, 32 CFR Part 117, and other relevant directives.
  • Maintain accurate security records and reporting, ensuring compliance with all applicable government policies.
  • Manage and safeguard communications security (COMSEC) material and equipment, ensuring compliance with security policies and procedures, and training personnel on COMSEC protocols.
  • Maintain accurate records of COMSEC material and equipment, conduct regular inventories, and ensure proper accounting procedures.
  • Ensure the secure receipt, transfer, and storage of COMSEC material, including classified keying material.
  • Properly destroy COMSEC material according to established procedures, documenting the destruction process.
  • Develop, implement, and maintain COMSEC policies and procedures, ensuring compliance with COMSEC regulations, standards, and procedures.
  • Investigate and report security incidents involving COMSEC material or equipment.

Minimum Qualifications :

  • Active Top-Secret Clearance required.
  • Proven expertise in security management and the ability to develop and execute security policies and plans.
  • Strong understanding of government security regulations, including NISPOM, SAP guidelines, and special security regulations.
  • Proficient in using MS Office products and security management systems (e.g., DISS, e-QIP, Scattered Castles, JADE).
  • Excellent communication skills with the ability to interact effectively with diverse teams and external agencies.
  • Ability to work independently, make informed decisions, and manage multiple priorities in a fast-paced environment.

Preferred Qualifications :

  • In-depth knowledge of U.S. government security standards and advanced security principles.
  • Experience in managing industrial security programs and overseeing facility security compliance.
  • Ability to coordinate with contractors and ensure their adherence to security protocols when working in the facility.
  • Experience in preparing security plans, audits, and responding to government audits and inspections.
  • This role ensures the secure handling of sensitive information and supports compliance with national security standards within the DOE framework.

Non-Negotiable Requirements :

1. Top Secret with investigation current within the last 5 years
