Job summary

Creative Solutions Services, LLC in Ellicott City, MD is hiring a Facility Operations Manager on a contract, onsite basis. The role leads multi-disciplinary teams, manages budgets and KPIs, and ensures compliance with technical and contractual requirements to deliver reliable facility services.

Qualifications

• Bachelor’s degree in business, engineering, construction management or equivalent facilities management experience.
• Minimum of 10 years of management and leadership experience.
• Proficient with Windows-based software: Excel, Word, PowerPoint, MS Project.
• Experience leading multi-disciplinary and cross-functional teams.
• Proven track record in leading customer and stakeholder meetings.
• Ability to manage operations per technical and contractual requirements.
• Focus on building a customer-satisfaction culture and continuous improvement.
• Hands-on maintenance management for MEP, fire alarm, security, and building automation.
• Experience with HVAC, electrical, plumbing, fire alarm, cameras, access control systems.
• Experience supporting mission-critical or high-availability facilities.
• Knowledge of OSHA codes, regulations and safety compliance.
• Strong communication and people skills as primary client liaison.
• Attention to detail; prepare and deliver monthly operational and financial reports.

Requirements:

• Bachelor’s degree in business, engineering, construction management, or equivalent experience in facilities management with 10 years of progressive responsibility.
• Minimum of 10 years of management and leadership experience.
• Proficient with Windows-based software including Excel, Word, PowerPoint, MS Project.
• Experience managing multi-disciplinary teams and cross-functional working groups.
• Proven experience leading customer and stakeholder meetings.
• Demonstrated ability to manage operations in compliance with technical and contractual requirements.

• Hands‑on experience managing preventive maintenance and repairs for MEP, fire alarm systems, security systems, and building automation systems.

• Experience supporting mission‑critical or high‑availability facilities.
• Knowledge of OSHA codes, regulations, and safety compliance requirements.
• Customer service mindset with strong communication and people skills, serving as the primary client‑level liaison for addressing operational, contractual, and financial matters.
• Impeccable attention to detail and the ability to prepare and deliver accurate monthly operational and financial reports.

Preferences:

• BOMA and/or IFMA designation (RPA/CFM).

Responsibilities:

• Develop, manage, and track operating budgets and financial forecasts, ensuring performance aligns with contractual and organizational financial objectives.
• Delegate tasks, meet deadlines, and maintain accountability across the team.
• Respond to off‑hour calls and emergencies when necessary.
• Serve as a role model, mentor, and trusted resource to staff and stakeholders.
• Comprehend complex contract terms and performance requirements, working collaboratively with the customer to ensure alignment with contractual obligations and operational policies.
• Manage subcontractors and vendor relationships, including contract administration, performance monitoring, compliance, and cost control.
• Manage KPIs and ensure the quality, accuracy, and completeness of data entered into the CMMS.
• Administer documentation related to extension requests, relief events, and repair justifications in accordance with contract requirements.
• Review, develop, and proactively implement operational procedures and best practices.
• Provide oversight of day‑to‑day operations and long‑term planning activities.
• Manage supervisors and staff, including hiring, promotions, recognition, performance improvement plans, and ongoing performance monitoring.
• Provide technical and managerial guidance to the operations team.
• Read and interpret blueprints and as-built drawings.
