Job summary

Xcimer Energy in Denver, CO is seeking a Program Element Lead for Site and Structures to direct end-to-end facilities and infrastructure for the Vulcan laser system and the Athena pilot plant. You will coordinate planning, design, procurement strategy, construction oversight, commissioning, and transition to operations.

The role requires 12+ years in complex capital projects, strong budgeting, and AE/EPC contractor oversight, with a focus on safety, compliance, and PM leadership.

Qualifications

• 12+ years of experience managing complex facility development, capital construction, or infrastructure projects in technical environments.
• Bachelor’s degree in engineering, construction management, or related field.
• Experience managing large capital projects (> $300M) from concept through commissioning.
• Owner’s representative experience with AE, EPC, or major construction contractors.
• Strong understanding of construction sequencing, contractor management, and cost control practices.
• Experience defining and executing large-scale capital delivery strategies and contractor oversight.
• Ability to manage budgets, forecasts, and change control with Finance and P&C teams.
• Excellent communication and leadership skills with internal and external stakeholders.
• Experience in high-consequence or safety-critical construction environments.
• Ability to operate effectively in a matrix organization without direct line authority.
• U.S. citizenship or eligible status for work in the U.S.

Responsibilities

• Lead end-to-end development and delivery of facilities and site infrastructure, including planning and construction oversight.
• Own the integrated schedule across engineering design, permitting, procurement, and construction.
• Manage facility and site infrastructure budget and cost baseline with finance support.
• Lead RFPs and management of AE, EPC, and major contractors.
• Provide leadership across engineering, manufacturing, supply chain, and project teams.
• Maintain updated cost and schedule forecasts for program reporting and planning.
• Define facility development strategy and capital phasing aligned to milestones.
• Identify risks early and lead mitigation to minimize schedule and cost impacts.
• Ensure compliance with codes, regulations, safety standards, and governance.
• Drive permitting strategies and utility coordination to secure approvals.
• Drive site readiness and facility integration for smooth transition to operations.
