Position Description/Summary:
Assigned to provide functional guidance and direction in Facilities Operations & Management. Provides technical guidance and administrative direction to multiple sites and buildings. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate designs as well as work processes. Will also be responsible for reviewing project plans and specifications for constructability, conformance to regulatory agency requirements, and productivity improvement. Provides consultation and guidance to large and complex project work areas as required. Performs duties with a high degree of latitude, exercising independent judgment and reason.
Duties:
- Oversee the O&M support provided to all Business Line (BL) contracts and ensure the continuous operation of all building systems, including critical infrastructure.
- Provide functional guidance and technical direction.
- Manage and ensure industry compliance requirements for all aspects of MEP, FLS, VTE, and OSHA through direct engagement with Program and Project Managers.
- Supervise and support Program/Project Managers, engineers, and maintenance staff.
- Create and update a documented plan that includes preventive, predictive, and reactive maintenance procedures.
- Develop and implement SOPs, MOPs, and other processes across all BL contracts.
- Participate in client-facing and contract team communications virtually and in person.
- Lead, create, and manage O&M budgets and participate in overall operating budget processes at both corporate and contract levels.
- Oversee the management and performance evaluation of contractors/vendors; monitor and document their performance in partnership with the QC team.
- Ensure timely and effective responses to emergencies and service calls across the BL.
- Coordinate regularly with the corporate Safety and Occupational Health Manager.
- Lead ongoing technical, safety, and operational process training programs and procedures.
- Participate in business development opportunities, including solicitation review, RFP support, proposal input, site walks, and pricing submissions.
- Review contractual documents such as Scope of Work, RFP, and Information Reports.
- Ensure the proper operation of all mechanical, electrical, plumbing, and associated control systems across the BL at optimal performance levels.
- Support and oversee large, complex facilities and maintenance projects.
- Contribute to organizational strategy and the implementation of initiatives.
- Maintain clear and timely communication with customers at the contract level.
- Ensure contracts are maintained and services scheduled to maintain operational continuity.
- Work with building occupants and safety personnel to understand critical needs and develop risk mitigation plans.
- Track and follow up on corrective actions until issues are resolved satisfactorily.
- Maintain procedures for unscheduled system interruptions, equipment malfunctions, or emergencies, and update regularly.
- Provide technical assistance during emergency incidents as needed.
- Develop guidelines and procedures for effective QA/QC programs.
- Monitor project execution to promote continuous improvement.

Required Experience & Skills
- Minimum 10 years of progressive experience in Infrastructure Operations and Management.
- Vocational or technical training in related MEP field.
- Professional licensing in relevant trade areas.
- Extensive experience in maintaining and operating highly technical facilities such as hospitals, research facilities, or data centers.
- Experience managing multiple projects and tasks simultaneously.
- Supervisory experience, including planning, scheduling, and supervising complex maintenance projects.
- Strong background in all building trades.
- Knowledge of Direct Digital Control (DDC) systems.
- Problem-solving skills related to HVAC, Electricity, Plumbing, and other building maintenance.
- Leadership skills demonstrated through previous roles.
- Excellent oral and written communication skills.
- Interpersonal skills to engage with diverse groups and share knowledge effectively.
- Computer skills including Microsoft Word, Excel, building control software, and basic hardware troubleshooting.
- Ability to coordinate large building or grounds programs.
- Ability to read and interpret blueprints, plans, and specifications.
- Ability to estimate costs and project timelines.
- Broad knowledge of engineering, field activities, materials, and construction methods.
- Understanding of technical issues and cost considerations related to design features.
- Knowledge of industry standards, government regulations, and environmental laws.
- Experience in work planning, scheduling, and cost estimating.
- Experience integrating sustainability into building design and construction.
- Problem-solving skills, lateral thinking, and understanding client needs for planning and design solutions.

- Flexibility to adapt to demanding environments, including travel and remote work as needed.
Additional Experience:
- Federal contracting experience in managing O&M contracts.
- CFM or PMP certification.
- Professional Journeyman/Master License in MEP trades.
- NICET or NATE certification.
- BAS/BMS operations and management experience.
- Fire Life Safety, Fire Alarm, and Fire Suppression management.
- VTE management.
- CFC Universal or equivalent certification.
- Backflow Prevention certification.
- Experience with gas installations, water treatment, groundwater/rainwater reclamation systems, roof anchorage, emergency power systems, and instructor-level MEP training.
