Job summary

City of Rochester Hills is seeking an experienced Facilities Manager to oversee the Facilities Services team and capital project portfolio. You will manage planning, design, bidding, construction, and closeout phases, ensuring compliance with city standards and regulations.

The role requires supervising staff, coordinating with vendors, and employing BAS and EMS systems to optimize energy and maintenance strategies.

Qualifications

• Associates Degree in Construction Management, Facilities Management, Business Administration, Public Administration, or a closely related field.
• Five (5) years of experience in facilities management, building operations, maintenance, or construction project management; OR a minimum of three (3) years of progressive experience in construction project management.
• An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to perform the essential functions.
• Previous supervisory experience.
• Intermediate proficiency with office computers and related applications.
• Valid Michigan Driver’s License with no more than 4 points currently on record.

Responsibilities

• Directs operations of the Facilities Division, providing staff coaching, training, and professional development.
• Sets divisional priorities and coordinates staffing expectations with the Facilities Crew Leader; reviews and approves division schedules and time-off requests.
• Acts as the Technical Lead in evaluation of RFPs and bids; collaborates with Purchasing to ensure contracted services meet specifications.
• Serves as primary project manager for assigned facility renovations and CIP projects; manages all phases from planning to close-out and ensures effective communication.
• Monitors project progression to minimize change orders; authorizes payments and contract close-outs after verifying City Standard requirements.
• MMakes recommendations for the annual division budget; forecasts funding for capital projects, operations, staff, and equipment.
• Leverages EAM software to analyze work orders and asset data to drive proactive maintenance and repair vs buy decisions.
• Oversees the permit process and ensures compliance with codes, regulations, and inspections.
• Manages Building Automation Systems and Energy Management Systems to optimize energy usage.
• Assists with the Facilities Master Plan design and implementation.
• Responds to emergency situations outside business hours.
• Other duties as assigned.
