Job Summary

The Contractor provides critical sustainment strategy, logistics support, and modernization and retrofit analysis to the F-35 Joint Program Office (JPO) as a TSS Strategic Sustainment Integrator and Subject Matter Expert (SME) within the Training Systems and Simulation PMO. In this role, the Contractor supports the planning, coordination, and execution of sustainment strategies planning and optimization for the global F-35 training enterprise, which encompasses U.S. Services, international Partners, and Foreign Military Sales (FMS) customers.

Key responsibilities include strategic planning for all global customers, retrofit analysis, plan of action and milestone analysis and tracking, and conducting annual program assessments to identify efficiency pathways for modernization; particularly in sustainment operations for Full Mission Simulators, AMAZE, FENIX, and Maintenance Trainers into the enterprise. Additionally, the Contractor coordinates strategy analysis with industry crucial for training platforms, such as the F-35 Joint Operational Environment (JOE), and conducts data collection to optimize training strategies outcomes and ensure seamless training site retrofit timelines and warfighter sustainment.

Required Qualifications

• LCAT:
  • Applies scientific, mathematics, statistical, and analytical methodologies to the study and analysis of technical problems in relation to processes, systems, and equipment. Uses mathematical and computerized modeling, or other analytical techniques, to design procedures for and execute experiments, tests, and evaluations of weapons systems or equipment.
  • Minimum 15 years experience with four of the past five years in a relevant field.
  • Demonstrate ability to perform strategic and expert-level independence.
  • Demonstrate exceptional or unique expertise and lead complex, high-impact efforts.
• Position:
  • Bachelor's Degree in a related field (e.g., Strategic Studies, Logistics, or Business Administration) and/or 10+ years of equivalent operational work experience in strategic military planning, training systems, sustainment, and/or major defense program logistics.
  • Solid understanding of the principles, policies, and practices of DoD systems acquisition and lifecycle product support management (specifically DoDI 5000.91) as they apply to training devices and simulation infrastructure.
  • Demonstrated experience managing complex technical schedules, identifying supply and engineering constraints, and translating simulation or training throughput data into actionable logistics strategies.
  • Exceptional written and oral communication skills, with a proven ability to write comprehensive technical reports, tech scouting summaries, and present convincing briefs to high-level military and aerospace stakeholders.

Preferred Qualifications/Skills

• Practical experience with sustainment contracting mechanisms, including CLS, OHPD site-support packages, or training-site manpower evaluations.
• Experience working with international military partners, Cooperative Program Partners (CPP), or managing training program baselines.

What Success Looks Like

Collect, analyze, plan, and coordinate comprehensive strategic sustainment support activities and problem solving across the F-35 Training Systems and Simulation PMO to meet the readiness needs of the global pilot and maintainer training audience. Coordinate and facilitate strategic engagements, capturing minutes, tracking actions, and advising the APSM on critical training sustainment decisions.

Salary Range (DMV Market)

$85,000.00 - $158,000.00

Location-Based Compensation

Compensation is determined based on the employee's primary work location, applicable labor market, experience, education, certifications, security clearance, and other job-related factors. Candidates working outside the DMV may receive a different salary range consistent with local market conditions and applicable law.
