ACT1 Federal is seeking a Senior F-35 Pilot Training Support Analyst to provide programmatic and technical support to the Training Systems & Simulation Program Management Office within the F-35 Joint Program Office. The role supports pilot training across U.S.

military services, partner nations, and FMS customers, coordinating enterprise training events and secure digital delivery. Ideal candidates will have extensive military aviation and training experience, with pilot or rated aircrew

  • 10+ years of relevant military aviation, aviation training, or training systems experience.

Responsibilities

  • Support enterprise-level planning, coordination, and execution of F-35 Pilot Training activities and stakeholder forums.
  • Manage pilot training requirements from identification through development, delivery, and sustainment.
  • Coordinate major training conferences, TSRTs, RS_WGs, TIMs, and other enterprise events.
  • Prepare and deliver briefings to senior F-35 stakeholders.
  • Coordinate classified and unclassified discussions with authorization agencies.
  • Develop Training Concepts of Operations aligned with service, partner nation, and FMS needs.
  • Support compliance with Foreign Disclosure and security requirements.
  • Coordinate digital delivery policies and directives for training products.
  • Coordinate secure digital delivery of pilot training products across classified networks.
  • Provide technical coordination for development, production, fielding, sustainment of training products.
  • Represent the TSS PMO in contracting activities, review BOEs, support evaluations and negotiations, provide CPAR/IPAR inputs.
  • Conduct CDRL analysis, compile reporting packages, track metrics, brief TSS leadership.
  • Coordinate daily with TSS PMO, JPO, services, partners, customers, contractors and stakeholders.
  • Monitor training requirements and respond with action officers.
  • Support evolving enterprise training strategies and emerging requirements.
  • Travel domestically and internationally as required.

Description:

ACT1 Federal is seeking a Senior F-35 Pilot Training Support Analyst to provide programmatic and technical support to the Training Systems & Simulation (TSS) Program Management Office within the F-35 Joint Program Office (JPO).

This position supports the F-35 Pilot Training enterprise across the U.S. Military Services, Partner Nations, and Foreign Military Sales (FMS) customers. The selected candidate will support emerging pilot training requirements, training systems development and integration, secure digital delivery, stakeholder engagement, and enterprise-wide coordination.

The ideal candidate will bring extensive military aviation and training experience, with prior pilot or rated aircrew experience strongly preferred, along with the ability to operate effectively across classified programs and multinational stakeholder environments.

Responsibilities:
  • Support enterprise-level planning, coordination, and execution of F-35 Pilot Training activities, events, and stakeholder forums.
  • Manage pilot training requirements from initial identification and prioritization through approval, development, delivery, and sustainment.
  • Coordinate major training conferences, Pilot Training System Review Teams (TSRTs), Requirements and Standards Working Groups (RSWGs), Technical Interchange Meetings (TIMs), and other enterprise training events.
  • Prepare and deliver briefings to senior F-35 stakeholders, including U.S. Military Services, Partner Nations, Cooperative Development Partners, and FMS customers.
  • Coordinate classified and unclassified discussions, approvals, and policy exception requests with appropriate authorization agencies.
  • Develop and refine Training Concepts of Operations (CONOPS) aligned with U.S. Service, Partner Nation, and FMS operational requirements.
  • Support compliance with Foreign Disclosure, Exportability, Releasability, National Disclosure Policy (NDP), and applicable security requirements.
  • Support development and coordination of enterprise Training System Classified Directives, digital delivery policies, instructions, and memoranda.
  • Coordinate secure digital delivery of pilot training products across classified networks to F-35 sites worldwide.
  • Provide technical coordination supporting the development, production, fielding, sustainment, and integration of F-35 Pilot Training products and devices.
  • Represent the TSS PMO during applicable contracting activities, including reviewing Basis of Estimates (BOEs), supporting technical evaluations and negotiations, and providing CPAR/IPAR inputs.
  • Conduct Contract Data Requirements List (CDRL) analysis, compile reporting packages, track program metrics, and brief TSS leadership.
  • Coordinate daily with the TSS PMO, F-35 JPO organizations, U.S. Military Services, Partner Nations, FMS customers, contractors, and other stakeholders.
  • Monitor pilot training requirements and actions and coordinate responses with appropriate action officers.
  • Support emerging and unscripted F-35 pilot training requirements and evolving enterprise training strategies.
  • Travel domestically and internationally as required.
Requirements:
  • Active Top Secret security clearance required.
  • Ability to obtain and maintain required Special Access Program (SAP) access required.
  • Bachelor's degree from a U.S.-accredited institution.
  • 10+ years of relevant military aviation, aviation training, training systems, or related experience.
  • Demonstrated experience supporting pilot training products, aviation training systems, or the digital delivery of training products.
  • Experience working within classified program environments.
  • Strong understanding of military aviation training requirements and how training products integrate within an enterprise training system architecture.
  • Demonstrated ability to coordinate requirements and activities across large, cross-functional stakeholder organizations.
  • Strong written and verbal communication skills, including the ability to develop and deliver briefings to senior Government and military stakeholders.
  • Strong leadership, coordination, analytical, and problem-solving skills.
  • Ability to travel domestically and internationally as required.
Preferred Qualifications:
  • Prior military pilot or rated aircrew experience.
  • F-35 or other fighter aircraft experience.
  • Experience with military aviation training system design, development, integration, or operational training.
  • Experience supporting pilot training within a DoD acquisition or program office environment.
  • Familiarity with coalition training frameworks and multinational program coordination.
  • Experience working with Partner Nations and Foreign Military Sales customers.
  • Knowledge of Foreign Disclosure, Exportability, Releasability, and National Disclosure Policy requirements.
  • Experience supporting classified digital delivery of training products.
  • Experience with DoD contracting activities, including BOEs, technical evaluations, CDRLs, CPARs/IPARs, and contract negotiations.
