Celestar Corporation is seeking an Expert Program Manager to support INSCOM NGIC FUSION task order, located in Charlottesville, VA. The role requires TS/SCI clearance and a strong background in managing large, multi-team programs with contract oversight.

Salary ranges from $160,000 to $240,000 annually, with experience-based compensation. Anticipated award in March/April 2027 and anticipated start in April 2027.

Qualifications

• A Master’s degree or higher in an area related to the labor category from an accredited college or university.
• A minimum of 20 years of experience conducting analysis relevant to the labor category, with recent work.
• Experience leading large teams and managing complex contracts.
• Active TS/SCI Clearance.

Responsibilities

• Program Manager serves as primary point of contact and liaison to the Government.
• Oversees quality, content, and timeliness of all performance and deliverables for the task order.
• Provides strategic oversight and supervision over contract service providers.

Salary Range: $160,000–$240,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years

Responsibilities

• The Program Manager who will serve as the primary point of contact and formally designated liaison to the Government.
• Serves as the primary point of contact and authorized representative for all matters related to the task order and is ultimately responsible for the quality, content, and timeliness of all performance and deliverables.
• Provides the strategic oversight necessary to ensure successful contract execution and will exercise supervision and control over the contract service providers performing the services herein.

Required Qualifications and Skills (Must Be Reflected on Your Resume):

• A Master’s degree or higher in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education.
• A minimum of 20 years of experience conducting analysis relevant to the
• specific labor category with at least a portion of the experience within the last 2 years.
