Job summary

Phoenix Tailings, a rapid-growth clean metals company, seeks a hands-on VP of Projects to lead the Freedom Facility development from engineering through startup. You will own the execution strategy, manage EPCM partners, and oversee safety, cost, and schedule across a major capital program.

Qualifications

• Bachelor’s or Master’s degree in Chemical, Metallurgical, Mechanical, Civil Engineering or related field.
• 15+ years delivering complex industrial capital projects in relevant industries.
• At least 5 years of senior project leadership or executive-level experience.
• Proven success leading a major greenfield project from engineering through start-up.
• Significant EPCM partner selection, contracting, and management experience.
• Experience with large capital programs (>$500M) and associated controls.
• Strong understanding of EPCM structures, change management and interfaces.
• Technical familiarity with chemical processing, metallurgy, or refining.
• Knowledge of permitting, Process Safety Management, and environmental compliance.
• Willingness to work from Exeter, NH and travel.

Responsibilities

• Lead the full buildout of the Freedom Facility from FEED and planning through construction, commissioning, startup, and handoff.
• Develop and own the project execution strategy including EPCM model, governance, procurement approach and risk management.
• Select, negotiate with, and manage EPCM partners, engineering firms, and contractors.
• Serve as senior owner-side leader responsible for scope, budget, schedule, quality, safety, and delivery.
• Establish interfaces between Phoenix Tailings, EPCM partners, vendors, contractors and internal teams.
• Build and lead the internal projects organization including project controls, procurement, scheduling, and commissioning.
• Lead procurement and contract management for long-lead equipment and services.
• Coordinate integration of process systems and site infrastructure; ensure EPCM deliverables meet operations needs.
• Oversee permitting, environmental reviews, site development, and regulatory engagement.
• Embed Process Safety Management and EH&S standards throughout design, construction, and startup.
• Provide updates to executive leadership and resolve EPCM performance, commercial, technical, cost, and schedule issues.
