Job summary

Philadelphia Housing Authority seeks an Executive Vice President – Construction, Planning and Development to lead planning, development and construction departments and ensure compliance with PHA goals, HUD regulations, and applicable laws.

The role oversees internal vacancy rehabilitation and capital projects, coordinating with staff, contractors, inspectors, and consultants, while maintaining strong relationships with government oversight officials.

Qualifications

• Bachelor’s degree in Business, Real Estate, Public Administration, or public finance, or a related field; AND ten (10) or more years of experience with large scale multi-family housing and commercial development, multi-family housing modernization, construction management, public financing. An equivalent combination of education and experience may be considered. Master’s Degree is preferred.

Responsibilities

• Negotiates terms of public service contracts and/or development proposals.
• Evaluates affordable housing development opportunities aligned with PHA goals.
• Ensures project timelines, budgets, and technical plans are defined and met.
• Maintains capital needs assessments for housing and facilities.
• Collaborates with community organizations on housing strategies and initiatives.
• Coordinates affordable housing efforts with partner organizations to meet housing goals.
• Provides HUD-related program assistance to staff, developers, providers and the public.
• Engages with developers and financial partners on housing projects.
• Monitors and evaluates performance, budgeting, and reports for compliance.
