Job summary

The Broward County Transportation Department is seeking a Chief Operating Officer (COO) to lead the Operations Division, including Bus, Rail, Paratransit, On-Board Systems, and Fleet Services. This executive position partners with the Transportation Director to drive strategy, performance, and service delivery.

The COO will oversee budgets, KPI reporting, workforce development, safety, and customer advocacy while coordinating with unions, stakeholders, and county leadership.

Qualifications

• Bachelor’s Degree in Transportation, Public Administration, Business Administration, or related field.
• Six years progressively responsible experience in operational management of a public transportation organization.
• Master’s degree and at least 10 years in senior management preferred.
• Must possess Florida Driver’s License for duration of assignment.

Responsibilities

• Directs the strategic vision and operational execution for all assigned operating sections within the Transportation Department.
• Oversees management of service delivery, including rolling stock maintenance, and ensures budget adherence and KPI tracking.
• Leads union negotiations, grievances, arbitrations, and labor relations.
• Develops and implements strategic plans, budgets, and safety initiatives.
• Represents Broward County Transportation at Board meetings, public engagements, and audits; ensures 24/7 operational readiness.
