Job summary

The NYC Department of Social Services is recruiting for an Executive Program Specialist (HRA Executive Project Manager) to manage IT project portfolios and drive program policy with executive-level authority. You will collaborate with chief officers, oversee budgeting, and lead interagency initiatives to improve service delivery while ensuring compliance with federal, state, and local mandates.

Qualifications

• Master's degree in economics, finance, accounting, business or public administration, public health, HR management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, political science, urban studies or a JD from an accredited law school with two years of relevant professional experience.
• Experience in budget administration, accounting, economic/financial administration, or fiscal/economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
• Eighteen (18) months of this experience must have been in executive/managerial/administrative/supervisory capacity.

Responsibilities

• Oversee the HRA portfolio of IT work and lead program policy and operations initiatives with high-quality standards.
• Collaborate with Chief Officers and Deputy Commissioners on budget, mission fulfillment, staffing, cross-program initiatives, and interagency communication.
• Chairs and leads IT governance and steering committees to prioritize agency-wide IT solutions and manage resources and financing.
• Represent the Administrator in regular meetings with HRA leadership and partner agencies to formulate long- and short-range plans.
• Advise on data, technology trends, and opportunities; serve as agency liaison to cross-city task forces on new initiatives and regulations.
