Job summary

Oregon Parks and Recreation Department is seeking a seasoned HR leader to serve as Human Resources Director. The role leads the HR function, advises executives, and guides policy and labor relations across the agency, including collective bargaining negotiations.

As a member of the Executive Leadership Team, you will shape HR strategy, oversee budget impacts, and build strong partnerships with internal and external stakeholders while promoting equity, inclusion, and high-performance work culture.

Qualifications

• Seven years of supervision, management, or progressively related experience.
• OR four years of related experience and a bachelor's degree in a related field.
• Extensive leadership experience in private and/or public sectors.
• Strong knowledge of public sector labor relations, HR laws, and union environments.
• Ability to align HR priorities with agency goals and foster a positive culture.
• Strong communication and strategic, solutions-oriented decision making.
• Commitment to Diversity, Equity, and Inclusion.

Responsibilities

• Lead and develop a full-service human resources team to meet current and future needs.
• Advise, consult, and problem solve with Department managers and employees on collective bargaining agreements, policies and personnel law/policy.
• Collaborate with internal and external customers across the state enterprise.
• Participate in the development of the Department’s biennial budget and evaluate impacts on programs, personnel, and organizational changes.
• Oversee negotiations for OPRD at collective bargaining and develop Department position papers.
• Build a network and navigate relationships that may be influenced by the political climate.
