Job summary

Seattle Police Department seeks an Executive Director of Human Resources to lead HR strategy and operations for a large municipal agency. The role reports to the Chief Operating Officer and directs a team of 46 staff with a budget of about $26.8 million, advancing equity and inclusion in alignment with the City’s initiative.

The position oversees payroll, recruitment, performance management, investigations, and labor relations, while collaborating with unions and City HR on policy matters.

Qualifications

• Bachelor’s degree in public administration, business administration, human resources, or related field.
• Eight+ years of progressively responsible HR management experience in a large organization.
• Experience with represented employees and/or labor relations groups.
• At least five years of experience supervising or leading an HR function or team.

Responsibilities

• Oversee payroll, labor relations, employment services, retention, recruitment and hiring, leadership development, performance management, and personnel records.
• Negotiate labor contracts and ensure compliance with memoranda of agreement and disciplinary policies.
• Provide strategic HR guidance, develop work plans, and promote equity, inclusion, and trauma-informed leadership.
• Represent SPD in City meetings, with City Council, and in citywide groups; collaborate with City HR on program matters.
