Job summary

Element Care Inc. is seeking an Executive Director to lead the PACE4DC program in Washington, DC.

This senior role requires strategic planning, program development, and strong relationships with community partners to deliver high-quality, cost-effective elder care. Qualifications

  • Experience as Executive Director or other leadership administrative position of a PACE or similar program.
  • Preferred: Knowledge and experience with District of Columbia policy, government, economics.
  • Experience of successful operation, growth or turn-around preferred.
  • At least 3 years’ experience working with a frail or elderly population.
  • 5+ years management/leadership and program management experience.

Responsibilities

  • Spearhead the planning, leadership, development, operations, and growth for the Program of All-Inclusive Care for the Elderly (PACE) program.
  • Build strong, enduring relationships with community organizations and leaders within the service area.
  • Ensure the delivery of high-quality, cost-effective health care services consistent with the mission, vision, values, and goals of PACE4DC.
  • Seek opportunities for enhancement and efficiencies; identify opportunities for program sustainability while adhering to the mission of PACE4DC.
  • Responsible for the development of the budget and presentation to the Board of Directors; physician and interdepartmental and intradepartmental relations; provider network development; personnel management; marketing; and community, participant relations, and program evaluation.
  • Lead advocacy efforts at the local and national level; actively participate in conferences and advocacy activities; create opportunities to spearhead mutually beneficial programs in the public sphere; actively participate in leadership with other organizations that focus on policy and senior care issues.
  • Ensure compliance with federal and state regulations and licensing, accreditation, and certification requirements of all departments
  • Provide support and direction to Board of Directors in the areas of short and long-term planning, policy-making, and oversight; ensure that adequate strategic and business plans are developed, implemented, and reviewed against performance.

Executive Director, Program of All-Inclusive Care for the Elderly (PACE)

Mission:To allow frail elderly people to age in the location of their choosing and continue to lead connected, meaningful lives

Role in Brief:

This executive leadership role offers a unique opportunity to grow the first PACE (Program of All-Inclusive Care for the Elderly) program in the District of Columbia within the framework of a supportive, innovative, and expert leadership team and company. Together with our coalition of strong partners within the community, the Executive Director will lead PACE4DC to have a transformative impact on a particularly under-served community.

PACE4DC is aiming to be the partner of choice for District seniors and their families living in Wards 7 and 8 to allow them to live dignified, meaningful lives and to remain in their own homes for as long as they desire. Six core principles drive our approach to care. These include:

1. We prioritize autonomy:Frail seniors deserve the dignity of respect for their choices, large or small, with personalized care plans that align with their values and desires.

2. We value lives meaningfully lived:We focus not just on the number of days people are alive, but on the number of days they are glad to be alive. We strive to provide more of what matters.

3. We support de-medicalization:We recognize that too much medical care is no better than too little, and that medicine is the easy answer, not always the right answer.

4. We plant deep roots in the community:We partner with those who know and are invested in their communities, bringing our expertise and leveraging their knowledge, services, and support.

5. We employ technology thoughtfully:Technology can enhance what we do for patients, families, and care teams—but it can never replace the human element.

To help us achieve this mission, we are looking for an experienced health leader, preferably with PACE experience, who will apply PACE fundamentals to our innovative care approach, and build and lead the PACE program. This position will report to the PACE4DC Board of Directors, and has significant career growth potential, offering the opportunity to work autonomously but with the support from expert PACE operators, geriatricians and project managers.

Qualifications:
