Job summary

The Executive Director of Borough Planning at the New York City Department of Housing Preservation and Development will lead four Borough Planning teams (~16 staff) to advance affordable housing and community development projects across New York City. You will set standards for public engagement, enable efficient land use approvals, and coordinate with HPD leadership and other agencies.

Qualifications

• Minimum eight years of professional experience in urban planning or related field
• Master’s degree preferred in urban planning, real estate development, public administration or related field
• Civil service eligibility or active list for City Planner title or related title is required

Responsibilities

• Plan and manage complex borough projects across five boroughs
• Coordinate with multiple HPD units and external agencies on land use and development
• Coach borough directors and ensure standards across borough planning units
• Lead public engagement, strategy development, and cross‑agency collaboration
• Oversee project lifecycles from RFP through entitlements and approvals
