Job summary

The Department of Housing Preservation and Development (HPD) in New York City seeks an Assistant Commissioner for Construction Services to lead the Division of Building and Land Development Services.

You will oversee a large portfolio of affordable housing projects, guide architectural and engineering teams, and ensure compliance with NYC construction codes and regulations while advancing HPD’s housing production goals.

Qualifications

• Master’s degree with at least 3 years of administrative/managerial experience or a Bachelor’s degree with five years of relevant experience (18+ months in supervision).
• New York State Driver License may be required for some assignments and must be maintained if required.
• OSHA 30-hour Construction Safety Certification within the last five calendar years.

Responsibilities

• Provide leadership and technical expertise in managing HPD’s construction portfolio from start to closeout.
• Oversee a large team of architects, engineers, and construction professionals.
• Advise senior management, develop productivity measures, and evaluate staff performance.
• Coordinate with city agencies and external partners to resolve construction challenges.
• Drive process improvements and implement dashboards for portfolio performance.
