Job summary

The Digital Chamber seeks a policy-minded professional to shape the policy platform for advanced compute infrastructure powering America’s innovation. You will collaborate with federal and state policymakers, industry leaders, and DPN members to drive thoughtful regulation and energy policy aligned with national interests.

You will own policy strategy, track legislation, draft testimony and comments, and lead coalition-building across data centers, bitcoin mining, AI infrastructure, and HPC

Qualifications

  • At least seven to ten years of relevant experience in public policy, government affairs, legislative or regulatory work, a trade association, external affairs, or a related field.
  • Strong command of federal and state legislative and regulatory processes, with direct experience engaging elected officials, senior staff, agencies, regulators, or commissions.
  • Exceptional writing and editing skills, including the ability to produce persuasive, technically accurate materials under tight deadlines.
  • A record of building trusted relationships, convenings with sophisticated stakeholders, navigating disagreement, and developing shared positions on complex issues.
  • Excellent project management, political judgment, ownership, and follow-through across fast-moving workstreams.
  • Ability to travel regularly for government engagements, member visits, hearings, site tours, and events.

Responsibilities

  • Own the strategic growth and external positioning of DPN’s advanced compute platform, including policy development, government affairs, member engagement, coalition building, partnerships, and convenings.
  • Develop and execute an integrated federal and state policy strategy connecting advanced compute infrastructure with energy, grid, permitting, economic development, national security, and technology policy.
  • Track legislation, regulation, administrative action, and market developments, translating them into priorities, advocacy plans, and coordinated rapid responses.
  • Produce precise, timely testimony, regulatory comments, policy briefs, one-pagers, legislative language, amendments, coalition materials, and executive talking points.
  • Identify jurisdictions, proceedings, and debates where DPN can have the greatest impact through analysis, model policy, testimony, education, or coalition leadership.
  • Build and activate bipartisan relationships across Congress, federal agencies, governors’ offices, state legislatures, utility commissions, local governments, grid operators, and aligned infrastructure organizations.
  • Represent DPN with credibility in meetings, hearings, briefings, regulatory proceedings, conferences, standards discussions, and coalitions.
  • Translate complex technical and operational issues into practical policy choices for policymakers and regulators.
  • Lead fly-ins, site visits, roundtables, legislative briefings, and other engagements tied to defined policy objectives.
  • Serve as a trusted policy partner to DPN members across data centers, bitcoin mining, AI infrastructure, cloud and neocloud platforms, HPC, and related sectors.
  • Lead listening sessions and working groups that surface member priorities, gather operational evidence, and build alignment around shared principles.
  • Navigate differing commercial interests with sound judgment, distinguishing coalition positions from company-specific concerns while maintaining trust.
  • Support members facing state, local, or community challenges through stakeholder mapping, engagement strategies, coalition building, and constructive dialogue.
