DART (Dallas Area Rapid Transit) seeks an Executive Vice President & Chief Communications Officer to lead branding, internal and external communications, and strategic messaging for the agency. This role reports to the CEO and collaborates with the Executive Team to advance the organization’s priorities and public image.

Qualifications

  • Bachelor's degree in Communications, Public Relations, Journalism, or related field.
  • Ten years of related experience leading internal and external communications teams.
  • Comprehensive knowledge of strategic communications, public relations, marketing, brand management, crisis communications, media relations, and reputation management.
  • Understanding of public-sector operations, transportation systems, mobility trends, and political environments in which transit agencies operate.
  • Strong executive-level communication skills, including persuasive writing and public speaking.
  • Proven ability to lead high-performing cross-functional teams and initiatives.
  • Strong analytical and strategic thinking skills with ability to translate insights into action.
  • Ability to manage multiple priorities in a fast-paced, dynamic environment.

Responsibilities

  • Serve as the principal communications advisor to the CEO, Executive Team, and Board of Directors.
  • Develop and execute a comprehensive communications strategy aligned with agency priorities and culture.
  • Lead a multidisciplinary team responsible for marketing, communications, PR, business development, and customer engagement.
  • Establish performance metrics and accountability for communications impact.
  • Oversee the agency’s brand strategy and consistent messaging across platforms.
  • Direct marketing initiatives to promote ridership and revenue-generating programs.
  • Identify business development opportunities and strategic partnerships.
  • Guide market research, customer insights, and competitive analysis.
  • Serve as a senior spokesperson to media, officials, and stakeholders.
  • Develop proactive media strategies to elevate agency accomplishments and mitigate risk.
  • Oversee crisis communications planning and response.
  • Build relationships with external stakeholders and partners.
  • Lead internal communications to strengthen employee engagement and culture.
  • Collaborate with HR and Operations on change management and workforce development.
