Job summary

Dallas Area Rapid Transit Inc. seeks an EVP/Chief Development Officer to lead the Agency’s development portfolio across capital planning, real estate, TOD, environmental compliance, and governance of capital investments.

The role reports to the CEO, influences strategic priorities, and collaborates with executive leaders to secure funding and ensure alignment with long-range service objectives. Strong leadership and stakeholder engagement are essential.

Qualifications

• Bachelor's degree in business, public admin, engineering, planning, or finance.
• 10 years of progressive executive leadership in capital development or related fields.
• Experience leading a complex department with large capital investment programs.
• Knowledge of strategic planning, governance, financial management, and public-sector leadership.
• Strong leadership, communication, negotiation, and relationship-building skills.
• Ability to analyze complex issues and make executive decisions.
• Proficiency with project management technology and MS Office.

Responsibilities

• Provide executive leadership and oversight for the development portfolio including capital planning, real estate, TOD, and environmental compliance.
• Lead planning and governance of the Capital Improvement Program with key stakeholders.
• Advise the CEO and participate in leadership discussions on priorities and resource allocation.
• Ensure effective program oversight, finances, risk management, and accountability for results.
• Lead major capital projects, real estate deals, TOD, and infrastructure upgrades.
• Represent the Agency before the Board, regulators, and community stakeholders.
• Pursue federal, state, regional funding opportunities and partnerships.
• Promote excellence through leadership development, succession planning, innovation, and continuous improvement.
• Monitor industry trends and regulatory developments relevant to transportation development.
