Qualifications

Incumbents in this position are responsible for analyzing the Department of Public Safety operations, policies, procedures and issues and advising the Director of Public Safety. Duties include developing program, policy and procedure recommendations, assisting the Director of Public Safety in implementing changes and representing them with a variety of governmental, business and community groups.

Essential Functions and Responsibilities:
  • Proactively identifies operational, compliance, and performance issues within assigned divisions; recommend solutions and mitigation strategies.
  • Tracks division progress on Director assigned initiatives, identifies operational barriers, and supports corrective actions.
  • Recommends new programs, initiatives, and operational enhancements to align with public safety goals.
  • Provides regular written and verbal briefings to the Director, as well as internal and external stakeholders.
  • Evaluates operational reports, programs, policies, procedures, and both proposed and existing legislation to guide decision‑making.
  • Collaborates with the Director and Appointing Authorities to create, update, and deploy division policies that maximize operational performance.
  • Assists the Director with grievance reviews by gathering documentation, coordinating responses, and strictly adhering to deadlines.
  • Serves as the designated Authorized Signer for division requisitions and financial requests.
  • Attends City and community meetings, forums, and public events on behalf of the Department of Public Safety.
  • Works closely with intergovernmental groups on strategic planning.
  • Creates and manages department budget.
  • Performs additional duties and special projects as assigned.
Knowledge, Skills and Abilities:
  • Data Utilization: Requires the ability to perform mid to upper‑level data analysis including the ability to coordinate, strategize, systemize and correlate, using discretion in determining time, place and/or sequence of operations within an organizational framework. Requires the ability to implement decisions based on such data, and overseeing the execution of these decisions.
  • Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
  • Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as computer terminal, telephone, calculator, photocopier, fax machine and/or materials used in performing essential functions.
  • Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial statements, budgets, contracts, bid specifications, press releases, city charter, ordinances, statutes, various policies, master plans, program reports, personnel policies, performance evaluations, job applications/resumes, procedures, guidelines and nonroutine correspondence.
  • Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentage and decimals; develop and interpret descriptive and inferential statistical reports.
  • Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments. Ability to deal with several concrete and abstract variables in working out approaches to major problems.
  • Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
  • Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
  • Physical Requirements: None.
  • Sensory Requirements: Requires the ability to recognize and identify individual characteristics of shapes to clearly distinguish objects and sounds to communicate with others. Ability to sustain prolonged visual concentration.
Qualifications

A Bachelor’s degree in Public or Business Administration, Political Science, Criminal Justice, or a related field; plus five years of administrative and/or managerial experience in a public safety setting, including at least two years of advanced level experience analyzing, developing, and recommending programs, policies and procedures; advising upper‑level management on management and policy issues; and handling financial and budgetary issues. OR an equivalent combination of education, training, and experience.

Preferences:

Public safety experience in law enforcement or corrections.

License:

Must possess and maintain a valid driver’s license while employed by the City of St. Louis. Must possess a valid driver’s license at the time of filing application and be able to present it upon request. City Residence Preference Points

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
