Job summary

RTX is seeking an experienced Manager, Program Cost Controls to lead EVMS implementation across programs onsite in Tucson, AZ. The role includes coordinating with cross-functional teams, preparing for IBRs and audits, and ensuring compliance with DIDs, CDRLs, IPMDAR, and related EVMS requirements.

The ideal candidate will have a university degree with 8+ years of EVMS/ cost controls experience, ability to obtain Secret clearance, and strong collaboration skills across the RTX EVMS organization.

Qualifications

• Requires university degree or equivalent experience and minimum 8 years' relevant experience, or advanced degree with 5+ years.
• Experience applying EVMS, program controls, and cost/schedule integration.
• Experience with EVMS compliance, materiality, and process implementation intent.
• Experience EVMS reporting (IMS/IPMDAR) and related data requirements.
• Ability to obtain and maintain a U.S. government Secret security clearance.

Responsibilities

• Lead the implementation and compliance of EVMS across assigned programs.
• Prepare program teams for EVMS events (IBR, surveillance audits).
• Provide feedback and recommendations on EVMS implementations.
• Collaborate with RTX EVMS team for consistency in EVMS application.
• Review RFPs/RFQs for EVMS requirements and revisions.
• Train program leaders on EVMS processes and compliance.
• Lead EVMS training events and certification activities.
• Assess EVMS artifacts for compliance with DIDs, CDRLs, and EVMS media.
