Job summary

Ukraine2EU Programme seeks a National Expert on Personal Data Protection and European Integration to support the Secretariat of the Ukrainian Parliament Commissioner for Human Rights. On-site work with remote options will be provided, focusing on legal analysis, monitoring, and reporting to aid Ukraine's EU accession process.

Responsibilities include reviewing laws for data protection alignment with EU acquis, contributing to positions on draft legislation, and preparing quarterly progress

Qualifications

• Ukrainian citizenship or permanent resident status in Ukraine.
• University degree in law, international law, human rights, European studies, political science, sociology or related field.
• Minimum two-three years of professional experience in human rights, personal data protection or EU law.
• Proven knowledge of the EU acquis and EU accession process.
• Knowledge of GDPR, Law Enforcement Directive, and 108+ conventions.
• Experience in legal analysis, policy development, or European integration/human rights work.
• Proficiency in Ukrainian and English (B2-C1).

Responsibilities

• Provide continuous expert support in reviewing draft acts related to personal data protection and EU integration.
• Contribute to positions on EU-related draft legislation during parliamentary committees.
• Support in implementing Roadmaps, action plans, and national adaptation of EU law in data protection.
• Prepare materials for reporting progress on Roadmaps and Action Plans (quarterly).
• Assist in drafting inputs for EU enlargement reports (twice a year).
• Analyse requests from public authorities on alignment of Ukrainian law with EU standards, including GDPR.
