Qualifications

• 5+ years of estimating experience in Substations on the West Coast.
• Experience with EPC projects is a plus.
• B2W Estimating software experience (minimum 4 years).
• Proficiency in B2W, Excel, Microsoft Project and PowerPoint.
• Strong understanding of substations construction means and methods (Electrical and civil).
• Excellent communication and organizational skills with internal and external stakeholders.
• Proven ability to establish, develop, and maintain subcontractor and client relationships.

Responsibilities

• Lead development of detailed cost estimates using B2W and Hybrid estimating.
• Analyze project scope, drawings, specs, and RFPs to determine labor, material, equipment, and subcontractor costs.
• Engage subcontractors early, issue RFPs, and evaluate proposals using Best Value templates.
• Collaborate with scheduling to define milestones, durations, and float.
• Maintain rigorous document control across pursuit files and quotes.
• Perform constructability reviews and risk analysis; maintain risk registry and contingencies.
• Mentor junior estimators and drive continuous improvement initiatives.

Our experience ranges from small engineering and consulting projects to multi-million dollar turn-key distribution, substation, and transmission line programs.**Edison Power Constructors** has an immediate opening for a Senior Estimating Specialist in **Fairfield, CA**. The Senior Estimator is a seasoned professional responsible for developing accurate and detailed cost estimates for complex substation construction projects. This role requires strong technical proficiency (civil and electrical disciplines), leadership, and collaboration across departments to ensure estimates align with project goals and organizational objectives, and client interactions.This division provides construction and maintenance services to the electrical utility industry (including large Investor Owned, Electric Cooperatives, and Municipal Electric Providers). The primary services provided are Overhead and Underground Electrical Distribution construction and maintenance. Some light Transmission services, Street Light Maintenance services, civil construction services in support of electrical infrastructure, and targeted EPC services are also offered via MSA contracts as well as project bid opportunities. This division also engages in significant storm restoration activities for both existing on-system customers as well as external (off-system) customers throughout the central and eastern US.Primary Responsibilities Include:* Lead the development of detailed cost estimates using B2W software. Utilizing Item Price + WBS “Hybrid” estimating.* Analyze and understand project scope, drawings, specifications, and RFP documentation to determine labor, material, equipment, and subcontractor costs.* Engage subcontractors early in the pursuit process, issue RFPs, and evaluate proposals using Best Value templates.* Collaborate with scheduling leads and operations to define milestone dates, critical path, construction durations, and float, contributing to a functional schedule.* Maintain rigorous document control practices across pursuit folders, including estimate files, subcontractor quotes, and review documentation.* Conduct and actively participate in constructability reviews to evaluate project feasibility and execution strategies. Engage in quality assurance reviews to validate the accuracy, completeness, and reliability of estimates.* Perform comprehensive risk analysis by identifying known and potential project risks, and maintain a detailed risk registry to document consequences, probabilities, mitigation strategies, and budget impacts, including targeted contingency planning* Mentor junior estimators and contribute to continuous improvement initiatives.**Position Requirements:*** 5+ years of estimating experience in Substations and clients on the west coast.
