Job summary

RIMEPRO INC in Whittier, CA is seeking an experienced Heavy Civil Estimator to own the estimating process from bid invitation through award. You will review plans and specs, perform quantity takeoffs, and build competitive pricing for underground utility and municipal projects.

You will coordinate with project managers, evaluate subcontractor quotes, and ensure bids comply with DBE/SBE and prevailing wage requirements.

Qualifications

  • 3+ years of estimating experience in heavy civil construction.
  • Strong plan-reading skills and understanding of underground construction means and methods.
  • Experience with public agency bidding (cities, counties, Caltrans a plus).
  • Proficiency with estimating and takeoff software (HCSS HeavyBid, B2W, Bluebeam, PlanSwift or similar) and advanced Excel.
  • Familiarity with trenchless methods, CIPP lining, slurry seal or asphalt overlay work is highly desirable.
  • Organized and detail-oriented; able to manage multiple bids on tight deadlines.
  • Degree in Construction Management, Civil Engineering or a related field preferred; equivalent field experience considered.

Responsibilities

  • Review bid documents, plans, specifications and addenda for underground utility, pipeline, sewer rehabilitation and municipal paving projects.
  • Perform detailed quantity takeoffs (pipe, trench, excavation, backfill, paving, traffic control, etc.).
  • Build bottom-up estimates covering labor, equipment, materials, subcontractors and production rates.
  • Request, evaluate and level subcontractor and supplier quotes.
  • Prepare and submit complete, compliant public bids, including bid forms, bonds, DBE/SBE documentation and prevailing wage considerations.
  • Attend pre-bid meetings and job walks, and identify risks, constructability issues and value engineering opportunities.
  • Track bid results and keep historical cost and production data to improve future pricing.
  • Coordinate with project managers and superintendents on means and methods, and turn awarded estimates over to operations.
  • Support change order pricing and budget development as needed.

About the Company

Our client is a well-established underground contractor that has been in business since the 1920s. They have a long-standing reputation for underground pipeline repair and installation, sewer line lining, slurry seal and overlay resurfacing, and complex municipal utility projects. The company is known for quality work, long-term agency relationships and steady public-sector work. They're adding a Heavy Civil Estimator to support bidding and project pursuit.

The Role

The Heavy Civil Estimator owns the estimating process from bid invitation through award. You'll review plans and specs, quantify scope, build competitive pricing and work with operations so that awarded projects are set up to succeed in the field.

Key Responsibilities
  • Review bid documents, plans, specifications and addenda for underground utility, pipeline, sewer rehabilitation and municipal paving projects
