Responsibilities include plan reviews, quantity takeoffs, and bid development, working with project managers, engineers, and field teams to support bids and value-engineering efforts.

Qualifications

Our client is a well-established heavy civil construction company based near San Diego, CA, specializing in underground utilities, site development, and paving/grading projects. They are looking for a skilled Estimator to join their team and support their growing pipeline of public and private sector work.

Position Overview

The Heavy Civil / Underground Utility Estimator will be responsible for preparing detailed cost estimates, analyzing project plans and specifications, coordinating with subcontractors and suppliers, and supporting bid proposals for a range of civil construction projects. This role requires strong technical knowledge, excellent communication skills, and the ability to work in a fast-paced, deadline-driven environment.

Key Responsibilities

• Prepare accurate and competitive estimates for:
  • Underground utilities (gas, water, sewer, storm drain, etc.)
  • Site development projects
  • Paving and grading projects
• Review and interpret project plans, drawings, and specifications.
• Perform quantity takeoffs and develop cost breakdowns.
• Solicit and evaluate subcontractor and supplier quotes.
• Collaborate with project managers, engineers, and field operations teams.
• Participate in bid reviews, strategy discussions, and value-engineering efforts.
• Support handoff meetings and assist the project team during project startup.

Qualifications

• 5+ years of experience estimating in one or more of the following areas:
  • Underground utilities
  • Site development
  • Paving and grading
• Strong understanding of civil construction means, methods, and production rates.
• Experience with estimating software (e.g., B2W, HCSS HeavyBid, Agtek) preferred.
• Candidates with combined experience as both an estimator and a project manager are strongly preferred.
• Excellent analytical, organizational, and communication skills.
• Ability to manage multiple bids and deadlines simultaneously.
