Job description

Pacific Shipyards International (PSI) is searching for an experienced Estimating Manager to join our ship repair team in Hawaii.

Position Title: Estimating Manager
Reports To: Vice President of Programs
Location: Honolulu, Hawaii

Position Summary

PSI is the largest privately owned shipyard in Hawaii, with two of the largest dry docks in the state. We have been in business since 1944 and have a large labor force of skilled craftsmen with a full support staff of professionals who comprise engineering, project management, QA, EHS, accounting, contracts, and human resources. We are searching for a highly qualified Estimating Manager to provide leadership and supervisory oversight of the Estimating Department. The ideal candidate will have 10+ years' experience working as a ship repair estimator or similar position and have a passion for business development while leading a team in a fast‑paced, dynamic environment. The Estimating Manager will assign and delegate tasks to a small group of estimators and planners, set priorities and monitor progress to ensure proposals and bids are submitted in a timely manner, and be responsible for the final submittal of complex cost estimates and bid packages provided to U.S. Navy and commercial customers.

Essential Duties & Responsibilities
  • Manages daily activities of the estimating department
  • Thorough understanding of ship repair planning and estimating
  • Monitors progress of subordinates and ensures deadlines are met
  • Leads and manages a team of estimators to generate base cost estimates
  • Creates standardized approaches to developing estimates and proposals
  • Engages in business development and identifies new leads
  • Oversees, delegates, and handles all parts of the estimating process which includes: responding to RFPs, interpreting blueprints, performing ship checks, determining pricing strategies, negotiating contracts, and handling change orders
  • Ensures the assignment of work is delegated appropriately to employees
  • Communicates regularly with executive management, vendors, subcontractors, and consultants
  • The Proposal & Estimating Department Manager supervises a team that includes Sr. Estimators, Estimators, Procurement Specialists, and other supporting staff
  • Stays abreast of developments in the industry
  • Assists with planning future staffing requirements
  • Performs final review of all bid packages submitted to customers
Education / Training / Skills
  • Bachelor of Science in engineering or related field or equivalent work experience
  • Minimum requirement of 10 years of ship repair or marine industry experience, five years of management experience highly recommended
  • Advanced knowledge of estimating strategies and techniques; understanding of maritime ship repair and construction, terminology and contracts
  • Experience negotiating contract changes and providing labor estimates for ship repair
  • Previous experience or training in work sequencing and scheduling
  • Excellent written and verbal communication skills
  • Proficient with Microsoft Word, Excel, and Project or similar scheduling software
Qualification / Requirements
  • Knowledge of Navy vessels and ship construction methods
  • NAVSEA standards as well as federal and state regulations
  • Ability to organize and prioritize to meet deadlines in a dynamic, fast‑paced environment
  • Ability to read technical drawings and understand government contracts
  • Experience with proposal writing
  • Highly experienced with Microsoft Office, Excel
  • Position requires U.S. citizenship due to clearance requirements for base access
  • Valid State of Hawaii REAL ID‑Compliant Driver’s License in good standing or a valid U.S. Passport
  • Must successfully obtain and maintain TWIC and Defense Biometric Identification System (DBIDS) Credential to access federally controlled work sites
  • Must submit to and pass a post‑offer drug screening and a background check

Pay Range

$130,000–$150,000 annual salary commensurate with experience.
