Qualifications

• 10+ years in ship repair or marine industry
• 5 years of management experience recommended
• Experience with estimating, pricing strategies, and bid responses (RFPs)
• Ability to read technical drawings and government contracts
• Strong communication and leadership skills
• Proficient with MS Office and scheduling software
• NAVSEA standards knowledge and compliance
• Experience negotiating contract changes and labor estimates

Responsibilities

• Manage daily activities of the estimating department
• Lead and develop a team of estimators and planners
• Develop standardized estimating approaches for proposals
• Engage in business development and lead generation
• Handle RFP responses, blueprints interpretation, ship checks, pricing, negotiations, and change orders
• Ensure timely submission of bids and proposals
• Communicate with executives, vendors, subcontractors, and consultants
• Plan for staffing and oversee final bid reviews
