Job summary

The South Carolina Department of Social Services seeks an ES Eligibility Team Manager to supervise field staff delivering economic services such as SNAP, TANF, and related programs. You will ensure compliance with state and federal laws, deliver training, and monitor performance across the unit.

You will also lead quality assurance efforts, manage customer service expectations, and participate in disaster response activities including Red Cross shelter duties as required.

Qualifications

• Bachelor’s Degree in any field with 3 years of professional experience in Human Services or Social Services.
• Master’s Degree or higher with 1 year of professional experience in Human Services or Social Services.
• Valid driver’s license and access to a vehicle; ability to perform field work.

Responsibilities

• Directly supervise Economic Services eligibility and/or clerical staff.
• Supervise staff serving TANF, SNAP and ABAWD clients; conduct training and monthly staff meetings.
• Ensure unit compliance with state & federal laws, policies, guidelines; monitor case reviews.

• Oversee quality improvement activities and corrective action plans.
• Perform disaster management duties including Red Cross sheltering and SNAP tasks.
• Protect PIIs and safeguard agency networks, data, and systems.

Job Duties:

• The ES Eligibility Team Manager provides services in accordance with federal and state laws and regulations and agency policies and procedures, performing general work duties related to the administration of SNAP (Supplemental Nutrition Assistance Program) includes ESAP (Elderly Simplified Application Project) and SCCAP (South Carolina Combined Application Project), and TANF (Temporary Assistance for Needy Families) programs in the Economic Services Division in the county office to help restore or improve customer financial stability. Directly supervises Economic Services eligibility and/or clerical staff.
• Directly supervises staff responsible for providing services to TANF, SNAP and ABAWD clients. Directs supervision to include but not limited to conflict management, training new hires, conducting regular monthly staff meetings to review case errors sited from case reviews and provide corrective action needed to staff, review policy clarifications/changes with staff, and include employee recognition. Ensures all management reports are monitored weekly and/or monthly and are utilized to manage staff's job duties and reduce inquires.
• Ensures Economic Services Program unit operates in accordance with all state & federal laws, regulations, policies and guidelines. Conduct a minimum of 4 case reviews per worker each month to ensure compliance with program policy. For new workers during their probation period, all cases should be reviewed by supervisor.
• Effectively communicates and manages expectations for service delivery, customer service, and accountability to staff.
• Oversees quality improvement activities, including monitoring eligibility determinations, developing and tracking corrective action plans, and ensuring compliance with program requirements.
• Performs job delivery and/or performance with positive or appropriate customer service delivery to clients, the public and co-workers as an integral requirement.
• Performs emergency disaster management services to include American Red Cross sheltering and Disaster SNAP duties; performs other related duties as required.
• Ensures that personnel Identification Information (PII) is properly used, accessed, gathered, shared and disposed. Protects the agency networks applications by applications by safeguarding systems, equipment and data.
• Performs Red Cross shelter duty or other emergency shelter duties/services as directed.
• Other duties as assigned.

Qualifications:

• A Bachelor’s Degree in any field and three (3) years of professional experience in Human Services or Social Services programs.
• A Master’s Degree or higher in any field and one (1) year of professional experience in Human Services or Social Services programs.

Requirements:

• Must possess a valid driver's license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
