Job summary

State of South Carolina, through the Department of Social Services, seeks an ES Eligibility Specialist in Economic Services to support SNAP, ESAP and SCCAP efforts in Horry County. Responsibilities

• Conduct at least 15 quality interviews daily via phone or in person for SNAP, ESAP applications and recertifications.
• Process SNAP, ESAP, and SCCAP applications and/or recertifications by determining eligibility and authorizing benefits if applicable.
• Maintain case records in agency systems for documentation and auditing purposes and document client activities in the system.
• Identify and document overpayments and make referrals to the Benefit Integrity Unit; prepare materials for Fair Hearings as needed.
• Protect personal identifying information (PII) and safeguard agency networks and data.
• Perform Red Cross shelter duty or other emergency shelter duties as directed.
• Participate in required trainings and staff meetings.

Job Duties:

• The ES Eligibility Specialist provides services in accordance with federal and state laws and regulations and agency policies and procedures, performing general work duties related to the administration of SNAP (Supplemental Nutrition Assistance Program) includes ESAP (Elderly Simplified Application Project) and SCCAP (South Carolina Combined Application Project) programs in the Economic Services Division in the county office to help restore or improve customer financial stability.

• Conduct a minimum of 15 quality interviews per day to include both phone and/or face-to-face interviews for SNAP, ESAP applications and SNAP recertification's.
• Process all SNAP, ESAP, and SCCAP applications and/or recertification's by determining eligibility and authorizing benefits if applicable.
• Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits.
• Identifies and documents over payments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings and attends hearings as directed.
• Participates in all Economic Services required trainings and supervisory and/or staff meetings as required.
• Ensure personal identifying information (PII) is properly used, accessed, gathered, shared, and disposed. Protects the agency networks and applications by safeguarding systems, equipment, and data.
• Performs Red Cross shelter duty or other emergency shelter duty/services as directed.
• Performs other related duties as required.

A High School Diploma and relevant program experience in clerical administration, social work, correctional administration, and general business administration.

A Bachelor’s Degree or higher may be substituted for the required program experience.

Must possess a valid driver's license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
