Position Summary:The ERSEA Specialist leads the agencywide implementation of Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) for EPIC’s Head Start, Early Head Start, and ECEAP programs. This position develops and coordinates consistent practices across sites, monitors enrollment and attendance data, identifies barriers to participation, and works with program leaders and center staff to maintain full enrollment and support regular attendance. The position provides training, guidance, and performance oversight to the team; monitors the accuracy and timeliness of ERSEA records and evaluates practices for compliance with applicable program requirements. The ERSEA Specialist uses data and community needs to guide recruitment and outreach, improve processes, and ensure eligible families have equitable access to EPIC’s services. This position ensures all work is done in accordance with Head Start and ECEAP Performance Standards.Benefits:Medical/Dental/ Vision PlansSick Leave (5 hours per payroll)Annual Leave -4 hours per payroll (Hours vary depending on years of service)11 Paid HolidaysEmployee Assistance ProgramBasic Life Insurance403 B (Employer match after 1 year or 1,000 hours)Essential Job Functions:Oversee the implementation of eligibility, recruitment, selection, enrollment, and attendance practices across all EPIC programs and sites.Supervises a team of five: the Intake/Outreach Manager, two Enrollment Managers, and two Enrollment Coordinators.Oversee eligibility, selection, enrollment, and attendance practices to ensure staff follow ECEAP and Head Start requirements, applicable McKinney-Vento requirements for children experiencing homelessness, and EPIC policies and procedures.Supervise, train, and evaluate the Intake/Outreach Manager, two Enrollment Managers, and two Enrollment Coordinators.Monitor ongoing tracking system ensuring that it’s up to date and correctly reflects the efforts of the enrollment process.Monitor ERSEA records, enrollment levels, and attendance trends; identify gaps and coordinate corrective actions with program leaders and site staff.Maintain ongoing ERSEA monitoring processes and participate in EPIC’s annual self-assessment, including the review of findings and improvement plans.Coordinate recruitment and outreach strategies that respond to community needs, support full enrollment, and ensure eligible families have equitable access to services.Works closely with the Food Services Manager and the Health and Nutrition Specialist to ensure compliance with all health, safety and nutrition standards as defined by Performance Standards and state licensing WACs.Maintain ERSEA activities in conjunction with EPIC and management staff.Establish and prioritize timelines for any follow-up needed through technical assistance, training sessions, coaching and re-verification of successful completion and correction of outstanding monitoring items.Complete eligibility, selection, enrollment, and attendance defined by the ECEAP and the McKinney Vento Act (homeless) requirements in accordance with policies and procedures.Oversee enrollment practices to support full enrollment, timely filling of vacant slots, and maintenance of an active waitlist of eligible families.Oversee the use of ELMS for ECEAP and ChildPlus for Head Start and Early Head Start to track eligibility and enrollment data, monitor accuracy, and identify enrollment trends and vacancies.Attend community meetings or other relevant community committees, boards, etc. as determined by the Head Start Director.Ensure that EPIC’s early childhood programs are operating at a high level of quality at all times so that children’s welfare, safety and school readiness are of primary focus.Ensure that proper reporting procedures, tracking and documentation for Child Abuse and Neglect are followed as required by agency policy, state law and Head Start and ECEAP requirements. This includes instances of unprofessional behavior, child abuse and neglect, failure to supervise and other policy violations involving staff.In conjunction with the ECEAP Director monitor Yakima School District ECEAP program. Providing training when needed and developing corrective action plans, if necessary.In conjunction with the Head Start and ECEAP Director, collaborate with key community partners including school districts, Department of Early Learning (DEL), health agencies and others.Be committed to characterizing a safe environment within our centers, playgrounds, buses and anywhere that children may be present.
