Job summary

Loudoun County Government seeks two Learning and Development Specialists within the Office of Equity and Inclusion to design and deliver inclusive learning programs across county departments, aligning efforts with LEAP and organizational goals.

You will apply adult learning principles, create curricula and materials, deliver workshops and webinars, coach teams, and analyze data to measure engagement and impact, reporting findings to leadership and stakeholders for continuous improvement.

Qualifications

• Bachelor’s degree in a relevant field and at least 3 years in learning and development or a related area.
• Experience designing and facilitating adult learning programs across diverse audiences.
• Strong analytical skills with ability to present data to inform decisions.

Responsibilities

• Design and deliver inclusive learning programs across county departments.
• Utilize adult learning principles to create engaging materials, workshops, and e-learning.
• Deliver content through in-person, virtual, and blended formats.
• Develop curricula and tools to support long-term knowledge retention.
• Act as a strategic advisor to internal teams building capacity in access, cultural responsiveness, and inclusive communication.
• Analyze engagement data, prepare reports, and communicate results to leadership.
