Job description

The Equipment Operator II is the intermediate level in the Equipment Operator classification series performing routine equipment operations work. Incumbents in this class are expected to be fully proficient in the operation and preventive maintenance of a variety of equipment with a greater degree of independence for assigned areas of work in preparation for advancement to the advanced level of Equipment Operator III.

Classes in this series provide highly skilled craft work in the safe and efficient operation of a wide range of heavy equipment and preventive maintenance responsibilities across all fields of public works equipment operator assignments. The Equipment Operator II class is distinguished from Equipment Operator I by the complexity of equipment operated, and from Equipment Operator III, which performs advanced-level lead work, possesses demonstrated proficiency on all equipment types, and holds supervisory responsibilities.

Heavy & Specialized Equipment Operations

• Machinery Operation: Operates trucks and construction or power equipment, including mechanized broom sweepers, side arm mowers, backhoes, man-lifts, dump trucks, road graders, front-end loaders, jet vacuum trucks, jackhammers, mowers, brush chippers, and other small equipment and tools to maintain street, utility, and infrastructure systems.
• Logistics & Transport: Transports and unloads various equipment, materials, and supplies safely across work sites.

Preventive Maintenance & Care

• Equipment Servicing: Operates, washes, services, and makes minor adjustments and repairs to assigned equipment.
• Scheduled Maintenance: Performs preventive maintenance on vehicles, tools, and equipment in accordance with written procedures and specifications for assigned areas of work.

Safety, Compliance & Seasonal Operations

• Safety Monitoring: Monitors daily operations to ensure health and safety requirements are strictly met.
• Standards Compliance: Adheres to appropriate departmental, National, and City safety standards.
• Contractor & Seasonal Support: Oversees contractors for seasonal work and actively participates in seasonal public works activities, including winter snow removal operations.
• Specialized Training: Participates in safety-related training, including confined space, trench working conditions, and the handling of hazardous materials.

Qualifications

Knowledge, Skills, and Abilities

• Technical Principles: Knowledge of principles and techniques of equipment operation requirements and applicable National codes and City ordinances for assigned areas of work.
• Transportation & Safety: Knowledge of transportation procedures pertaining to equipment operation, as well as hazardous material handling and general safety standards.
• Computer Technology: Knowledge of applicable computer technology and software programs used in daily assignments.
• Equipment Proficiency: Skill in the use of assigned equipment to ensure compliance with applicable rules, regulations, standards, and codes.
• Tool & Machine Maintenance: Ability to perform basic operation of machines and tools and apply their usage within equipment maintenance functions.
• Legal Standards: Ability to interpret and apply federal, state, and local laws, rules, and regulations governing equipment operator requirements.
• Interpersonal & Communication Skills: Ability to establish and maintain effective working relationships with elected officials, department heads, colleagues, developers, contractors, and the public; ability to communicate effectively both orally and in writing.

Minimum Qualifications

• Education: Graduation from high school or equivalent.
• Experience: Two (2) years of experience as an Equipment Operator I for the assigned area of work.
• Licensure: Possession of a valid Class A, Class B, or equivalent Commercial Driver's License (CDL) with mandatory endorsements.

Special Qualifications

• Possession and maintenance of a CDL with mandatory endorsements may be required upon appointment for specific assigned operational areas.

Employment Conditions

Physical/Mental Demands

• Incumbents are required to exercise a reasonable degree of judgment within established procedures to adjust safely to various situations, such as traffic, shifting road conditions, utility lines, and adverse weather conditions.

Work Environment

• Work is performed in an office environment with frequent field trips to locations throughout the city for various operational assignments.
• Project requirements and emergency calls may require working non-conventional hours, including evenings, weekends, and holidays.
