Description

DEFINITION

Under general direction, operates heavy construction and maintenance equipment in support of a variety of activities including excavating, grading, loading, transporting, and related operations; oversees the work of maintenance workers assigned; performs activities and duties related to the construction and maintenance of public infrastructure; and performs a variety of technical tasks relative to assigned areas of responsibility. Performs other duties as assigned.

DISTINGUISHING CHARACTERISTICS

Positions at this level are distinguished from other classes within the series by the assumed responsibility level and the complexity of the duties assigned. Incumbents must be fully trained in all procedures related to the Public Works Department.

Duties and Responsibilities

Duties And Responsibilities

The duties listed below represent the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is related or a logical assignment to this class.

  • Perform a variety of construction and maintenance activities and duties in the completion of the services and operations of the Street division of the Public Works Department; work with department crews as assigned by supervisory personnel.
  • Operate heavy construction equipment such as the rubber tire loader; motor grader; bulldozer, dump truck, backhoe, and other large and complex heavy construction equipment in support of a variety of maintenance and construction operations.
  • Operate various equipment in the grading of streets, pouring of concrete, spreading of asphalt, and other street maintenance tasks.
  • Transport and deliver equipment and supplies to/from construction sites; perform preventive maintenance tasks on equipment and vehicles including cleaning, lubricating, and adjusting.
  • Maintain records and logs of all work performed; perform the duties of an equipment operator when required.
  • Trim trees and haul brush to the landfill; operate heavy equipment to upkeep landfill including brush pile; operate various equipment to clean ditches.
  • Adhere to safe work practices and procedures.
  • Respond to public inquiries courteously; provide information within the area of assignment; resolve complaints in an efficient and timely manner.
  • Performs other duties as assigned.

Requirements

MINIMUM QUALIFICATIONS

Education, Training, And Experience

  • High School diploma or GED equivalent.
  • Three years of increasingly responsible construction site operations experience
  • Two years of direct heavy construction equipment experience.

Licenses And Certificates

  • Must possess a valid State of Texas Driver’s License Class "CDL-B" and good driving record as defined by City policy. State of Texas Driver’s License Class "CDL-A" preferred.

Work Environment

The employee works in an outdoor/field environment subject to high noise levels and exposure to extreme weather conditions. Certain positions within the classification may require availability to work flexible schedules or irregular hours.

Insurance

HEALTH

100% of premium paid for by the City for the Employee Only High Deductible Health Plan. Other health plan options are available for additional premiums. Dependent coverage is available at the expense of the employee.

DENTAL

Employee premiums are paid at 100% by the City. Dependent coverage is available at the expense of the employee.

VISION

Coverage is offered at the expense of the employee.

LIFE

The City provides each employee with a life insurance policy of 1x their annual salary up to $100,000 max. Additional coverage may be purchased at the expense of the employee.

VOYA

Employees may elect to be covered under various supplemental policies at their own expense.

Retirement

TEXAS MUNICIPAL RETIREMENT SYSTEM

Employees participate in a statewide retirement program at 7% mandatory contribution with the city match of 2:1. The program requires five (5) years to become vested, with 20 years retirement at any age. For more information contact TMRS at http://www.tmrs.org

Deferred Compensation

The City offers a 457 Plan and a Roth IRA option through Empower Retirement. The City offers payroll deductions and the employee chooses the amount of investment and investment choices.

  • Vacation accruals are tiered based on years of service beginning at 3.6923 hours per pay period up to 7.0769 hours per pay period.

All full-time employees accrue 4.6154 hours of sick leave per pay period.
