About the Role:
The Air Force Test Center is looking for a Full‑Time Equal Opportunity Specialist (NH-0260-02) to work at the 96th Test Wing, Equal Opportunity Office (96 TW/EOH) at Eglin Air Force Base. The primary purpose of this position is: To provide Equal Employment Opportunity (EEO) advice regarding processes, rights and responsibilities, complaint processing, and mediation, facilitation, and other conflict resolution services to military members, civilian employees, supervisors, and management. In this position you will Perform EO Counselor duties providing services to any organization as needed and handling a full range of complaints of alleged discrimination and sexual harassment. Identify EO problems that go beyond the scope of an individual case to include assessing organizational situations and procedures that may contribute to a climate that fosters a continuum of behaviors leading to more serious problems.
Location: Niceville, FL (Eglin Air Force Base) Typical 2026 salary range: $ 40,736 to $ 97,087 per year based on experience (includes locality) “If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.” Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed “Unscheduled Telework” Travel Requirements: Up to 25% travel possible Direct Hire Authority: (removed) Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. Desired Skills:
- 3-5 years of experience in case management and related data entry
- 3-5 years of experience in Negotiated Dispute Resolution
- 3-5 years of experience establishing working relationships with managers, supervisors, employees, and military members and persons outside of the agency such as community organization representatives.
Major Duties:
- Processes inquiries into complex and difficult informal and formal complaints, observing the distinct policies and procedures required for civilian and military personnel.
- Performs EO Counselor duties providing services to any organization as needed and handling a full range of complaints of alleged discrimination and sexual harassment.
- Provides technical assistance, advice, and recommendations to Commanders, managers, supervisors, military members, and employees.
- Conducts special review of alleged discrimination as determined appropriate and as directed by the EO Director.
- Determines training requirements and organizes classes and seminars for all counselors and supervisory personnel on a periodic basis to maintain current and full understanding of the latest directives from higher headquarters.
- Gives oral presentations such as briefings, training sessions, consolations, orientations, and discussions with managers, employees, and co-workers.
- Gathers data, utilizes and distributes written surveys, analyzes data, conducts personal interviews or focus groups, formulates written assessment reports, and provides recommendations to Commanders.
- Uses Alternative Dispute Resolution (ADR), including mediation, facilitation, other dispute resolution techniques, and/or a combination of techniques for assigned workplace disputes which are complex, require determination of multiple cause and effect relationships, and involve concerned parties who are reluctant to cooperate.
- Strives to resolve problems at the lowest level and earliest point while protecting the best interests and integrity of all parties.
Qualifications/Requirements:
- Incumbent must either attend and successfully complete, or have attended and successfully completed, the Defense Equal Opportunity Management Institute (DEOMI), Equal Opportunity Advisor Program (EOAP) within the period specified by the employer when hired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Incumbent is required to maintain strict confidentiality of the complaint information, case files, interviews, etc., that pertain to the EO office.
- Incumbent must be successfully trained and certified in mediation and obtain annual refresher training.

- Knowledge of regulations, laws, policies, and procedures pertaining to the dispute systems and the processes involved with negotiated appeal and grievance procedures, Equal Employment Opportunity discrimination complaints, Military Equal Opportunity complaints, disciplinary and adverse action procedures, and the current trends and developments associated with Negotiated Dispute Resolution to include mediation.
- Knowledge of the specifics of some federal personnel administration regulations, principles, policies, operations, and practices for civilian personnel programs including special emphasis employment, the military personnel systems; and the structure and functions of federal agencies.
- Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial complex issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources to include identification of interests of disputing parties, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings.
- Skill in advising and counseling on Equal Employment Opportunity and Military Equal Opportunity programs, compliance and enforcement, and requiring the interpretation and explanation of a body of laws, regulations, policies, procedures, and practices.
