Job summary

Environmental Specialists with the New York State Department of Transportation analyze and research environmental issues impacting New York’s transportation network. They perform data gathering, analysis, and prepare environmental impact documents while advising multiple program areas on compliance with environmental rules.

Positions may range from trainee to specialist levels, with substitutions allowing degrees to count toward experience.

Qualifications

• Four years of environmental analysis experience with knowledge of state and federal environmental laws, regulations, methods, and standards.
• Five years of environmental analysis experience for Environmental Specialist Trainee 2.
• Six years of environmental analysis experience for Environmental Specialist 1.
• Substitution: an associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years; a master’s for five; a doctorate for six.

Responsibilities

• Analyze and research environmental issues affecting the State’s transportation network, performing data gathering, analysis, report writing, and making recommendations to management.
• Review consultant preparation and processing of environmental permit requests and other environmental/regulatory documents.
• Negotiate solutions to environmental problems acceptable to the Department and regulatory agencies.
• Advise construction, design, highway maintenance, and other program areas on environmental rules and the preparation of impact documents.
