Job summary

Röhm Bay City is seeking a Specialist/Engineer, ESH to support environmental, safety and health programs across our Bay City operations. You will assist the ESH Manager in implementing corporate environmental programs, training, audits, and regulatory compliance, with focus on process hazard analysis and risk management.

The role requires environmental expertise in chemical manufacturing, strong communication skills, and ability to lead training and inspections.

Qualifications

• Bachelor’s or higher in Chemical, Environmental or related discipline.
• Minimum 3 years of ESH in high-volume chemical/petrochemical manufacturing.
• Experience leading or participating in PHAs, incident investigations, PSSRs, and corrective actions.
• Compliance experience with EPA, TCEQ, and other regulatory requirements for hazardous materials.
• Training in hazardous waste handling, air permits, water compliance, and related topics.
• Must have a safety mindset and work well with others.
• Excellent written and verbal communication; able to lead meetings and deliver presentations.
• Ability to work independently on complex projects; manage conflicts and resolutions.
• Ability to inspect, test, monitor hazardous materials environments.
• Emergency response experience.
• Microsoft Office skills (Word, Excel, PowerPoint).
• Must obtain TWIC and have a valid US driver’s license.
• Knowledge of federal, state, local environmental standards.
• Strong organizational and time management skills.
• Capable of developing ESH training materials and delivering to groups.

• Develop and deliver safety training programs including environmental, health and safety training.

WHAT THE ROLE DELIVERS

The Specialist/Engineer, ESH supports the ESH Manager to assist in implementation of common Environmental programs as well as policy or processes. This role will support Roehm Bay City Operations as well as administer corporate environmental training programs, promote permit compliance in the workplace, conduct inspections, audits and investigate incidents to improve overall environmental compliance and sustainability. This role will guide and support efforts in process hazard analysis (PHA), pre-startup safety reviews (PSSR), and risk management as it relates to environmental concerns. Additional duties could include compliance auditing, training, and emergency response.

WHAT YOU WILL DO

• Coordinating with plant Operations, Engineering, and Maintenance, conduct PSSR evaluations for commissioned equipment to support startup and post-shutdown startup activities.
• Coordinates, participates in, and provides data for relevant audits, assessments, reporting requirements, and investigations, ensuring preventive actions are implemented to avoid issue and/or finding reoccurrence.
• Monitor and lead the plant LDAR program.
• Manage the plant RCRA and Waste Accumulation and Disposal program.
• Represent the facility with outside regulatory agencies and to complete routine agency reports.
• Inspect premises and the work of personnel to identify issues or non-conformity (e.g. not using protective equipment). Stop any unsafe acts or processes.
• Assist in the calibration or inspection of environmental equipment. Research and implement technical requirements for tracking and monitoring ESH equipment.
• Assist in the development and delivery of safety training programs including delivery of plant environmental, health and safety training.
• Supports compliance of environmental water regulations & standards including waste management and disposal.
• Complete required reviews and updates for ESH sections of Management of Change (MOC).
• Assist in the development and implementation of safety related policies, procedures and programs to assure compliance with all national, local, and company-specific regulations and requirements.
• Complete and document incident investigations and required documentation. Immediately reports all accidents, incidents, and near-misses to management.
• Maintain sufficient supplies of personal protective and first aid equipment. Ensure all personnel are properly equipped with safety equipment, and that all personnel assigned to operations receive respiratory protection fit-testing, HAZWOPER, and other required safety training as required by Federal, State and local regulations and recommendations.
• Maintain a database and historical files of all training, briefing and meetings.
• Maintain confidential information.
• Other duties as assigned relevant to ESH activities

WHAT WE ARE SEEKING

• Bachelor’s or more advanced degree in Chemical, Environmental or a related discipline.
• Minimum of 3 years of related ESH work experience in a high volume chemical/petrochemical manufacturing environment.
• Experience leading or participating in PHAs, incident investigations, PSSRs, and implementing corrective measures to improve site safety processes.
• Compliance experience with both TCEQ, EPA, and other regulatory requirements for hazardous materials manufacturing.
• Practical experience and training in hazardous waste handling, air permits, water compliance, and other environmental topics.
• Must have a safety mindset and work well with others.
• Excellent written and verbal communication skills, ability to lead meetings and deliver presentations.
• Ability to work independently on complex projects, manage conflicts and provide resolution using a combination of technical skills, teamwork, and personal credibility.
• Ability to inspect, test, monitor, or measure safe environmental levels for hazardous materials.
• Ability to evaluate observed conditions and provide recommendations.
• Emergency response experience.
• Solid Microsoft Office skills using Word, Excel, and Power Point.
• Must be able to obtain a TWIC (Transportation Worker Identification Credential) and possess a valid US Driver's license.
• Knowledge of federal, state and local regulatory environmental standards.

• Capable of developing ESH training subject modules, and procedures accessing/using company training portals, client portals/share-drives, Government/State agency regulations/guidelines along with utilizing personal job-related experiences.
• Capable of presenting ESH related training materials to small groups through a class-room setting to include utilizing hands‑on illustrations.
• Must have the ability to wear and utilize required PPE due to potential exposure to hazardous conditions and/or materials. The use of personal protective equipment such as a respirator, chemical resistant, and fire retardant clothing, etc., will be required.
• Must be able to work outside year around in all weather conditions, may include nights, weekends, holidays and overtime.
• Must be able to work at heights, ascend/descend stairs, ladders, elevated walkways, and walk, stand, stoop for extended periods of time, enter tight congested areas to include awkward positions and lift up to 50 pounds.
