Job summary

City of Arcadia seeks an Environmental Services Manager to lead environmental programs within the Public Works Services Department and ensure regulatory compliance across water, wastewater, stormwater and recycling efforts.

The role requires developing innovative programs, coordinating with agencies, and guiding staff and consultants to protect public health and the environment while supporting the City’s goals and budget constraints.

Qualifications

• Knowledge of federal, state and local environmental regulations applicable to water, wastewater, stormwater and recycling programs.
• Experience interpreting and implementing CEQA, NPDES and related environmental requirements.
• Ability to prepare and analyze reports for regulatory agencies and internal stakeholders.
• Understanding of budgeting and capital program management for environmental services.
• Ability to coordinate with external agencies and provide clear technical guidance.
• Experience developing and leading environmental programs and compliance initiatives.

Responsibilities

• Lead development and supervision of City environmental programs including water quality and stormwater compliance.
• Oversee maintenance of records, permits, and annual reports to regulatory bodies.
• Coordinate with departments and outside agencies on environmental projects and grants.
• Develop and implement revisions to ordinances and policies related to water and recycling.
• Prepare public information on water conservation and environmental programs.
• Supervise staff and consultants; manage budgets and performance metrics.
• Represent the City in meetings with regulatory agencies and community stakeholders.
