Job summary

Cherokee Nation Strategic Programs (CNSP) is a part of Cherokee Federal and supports the U.S. Air Force Environmental Restoration Program. We are seeking a Journeyman Environmental Scientist/Engineer to provide advisory services, contract oversight, and technical leadership for environmental investigations and site cleanups.

The role requires 3–10 years of experience in RCRA/CERCLA programs, strong communication skills, and the ability to work with multiple stakeholders. U.S.

Qualifications

  • Bachelor's degree in Engineering or Science required; master’s depending on experience.
  • 3–10 years of environmental restoration experience under RCRA and CERCLA.
  • PBR and ORC experience with one or more Federal agencies.
  • Experience with contract acquisition processes including Air Force, GSA and USACE.
  • Knowledge of state and federal environmental regulations, DERP, and FARs including site investigation, cleanup and closure.
  • Strong communication and organizational skills; proficiency with MS Office.
  • U.S. Citizenship and DoD security clearance (NACI) required.

Responsibilities

  • Provide advisory and assistance (A&AS) support to the Air Force including environmental investigation and remediation oversight.
  • Conduct safety briefings and assist remediation contractors in controlled areas.
  • Develop statements of work and independent government estimates for environmental contracts.
  • Review contractor deliverables such as work plans, investigation reports, and reports.
  • Perform data gap analysis using ERPIMS and submit Data Gap reports.
  • Refine yearly and outyear project requirements to move sites toward closure.
  • Review project schedules and update management and community relations plans.
  • Assist with technical presentations to Air Force stakeholders and coordinate with project teams.

We are looking for Senior Environmental Scientist/Engineer to assist with the U.S. Air Force’s Environmental Restoration Program. This support will provide Advisory and Assistance (A&AS) services to AFCEC/CZO and CZR.

Estimated Starting Salary Range for Environmental Scientist/Engineer - Journeyman:

Pay commensurate with experience.

Environmental Scientist/Engineer - Journeyman Responsibilities Include:
  • Provide specialized advisory and assistance (A&AS) support services to the Air Force including:
  • Environmental investigation and remediation contract oversight
  • Safety briefings and accompanying remediation contractors into controlled areas and providing controlled area safety briefings.
  • Development of statements of work and independent government estimates for environmental investigation and remediation contracts
  • Reviewing investigation and remediation contractor’s deliverables including work plans, investigation reports, and recurring performance reports
  • Conducting data gap analysis using ERPIMS data and submitting Data Gap reports
  • Developing and refining current year and outyear project requirements to move sites toward site closure.
  • Reviewing environmental investigation and remediation project schedules
  • Updating Management Action Plans, Community Relations Plans, and other general Installation documents with the latest site cleanup information and status
  • Assist with technical presentations to Air Force stakeholders in coordination with a variety of project stakeholders.
  • Management of technical teams to include workload distribution and timely deliverable submittals.
  • Interaction and correspondence with installation and AFCEC program managers
  • Performs other job-related duties as assigned.
Environmental Scientist/Engineer - Journeyman Experience, Education, Skills, Abilities requested:
  • A bachelor's degree from an accredited discipline university in an Engineering or Scientific Discipline or related field is required. Substitution for master’s degree based on experience.
  • Three (3) to ten (10) years of experience in environmental restoration accomplished under the Resource Conservation & Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)
  • Performance Based Remediation (PBR) and Optimized Remediation Contracts (ORC) experience with one or more Federal agencies
  • Experience with contract acquisition process including a variety of contract vehicles such as Air Force, GSA and USACE
  • Knowledge of state and federal environmental regulations, Defense Environmental Restoration Program (DERP) and Federal Acquisition Regulations including investigation of sites, site cleanup, and site closure.
  • Experience interacting with state and federal environmental regulatory agencies preferred.
  • Strong organizational skills and excellent communication skills both oral and written.
  • Experience using Microsoft Office products including Word, Excel, and PowerPoint
  • Ability to multitask and meet aggressive deadlines.
  • U.S. Citizenship and DoD government security clearance NACI required,

  • Must pass pre-employment qualifications of Cherokee Federal.
