Job summary

Flexcar is seeking an Environmental Programs Manager to build and own our national environmental compliance program across a network of hubs. Job Summary:

We are seeking an Environmental Programs Manager to build and own environmental compliance across Flexcar's national network of vehicle hubs. Our operations generate regulated waste streams at every site, including used motor oil, coolant, brake fluid, detailing chemicals, waste tires, and 12V lead‑acid batteries, along with stormwater, wash water, and chemical storage obligations that vary by state. You will own the environmental program end to end: setting the standards, holding the permits and registrations, managing waste vendors, serving as the company contact during agency inspections, and equipping our regional EHS Specialists to execute site‑level environmental tasks day to day. This is a build role: the program does not exist yet in mature form, and you will be the person who creates it.

What you will do:

National Environmental Program Ownership

• Build and maintain Flexcar's environmental compliance program across all operating states, including written standards, site playbooks, and inspection checklists that regional EHS Specialists execute at their sites.
• Own the national compliance calendar covering permits, registrations, renewals, inspections, sampling windows, and reporting deadlines, tracking corrective actions to verified closure.
• Own environmental regulatory relationships nationally, serving as the company contact for agency inspections, information requests, and correspondence.
• Conduct periodic environmental audits at sites across the network, and report environmental performance and open risks to Operations leadership.
• Monitor state and federal regulatory changes affecting our operations and translate them into program updates before they become findings.

Hazardous, Universal, and Regulated Waste:

• Own generator classification and EPA identification across all sites, under federal RCRA and state programs, including California's Title 22 requirements, which regulate several of our streams more stringently.
• Manage waste streams end to end at every site: used motor oil, coolant, brake fluid, detailing and cleaning chemicals, waste tires, and 12V lead‑acid batteries, including characterization, accumulation and storage practices, container management and secondary containment, manifesting, and disposal.
• Manage universal waste programs for 12V lead‑acid batteries, aerosol cans, lamps, and electronics, including accumulation limits, labeling, and storage time rules under each state's program.
• Maintain waste tire compliance state by state, including registered haulers, trip logs, and storage thresholds, covering CalRecycle requirements in California.
• Apply used oil rules by state, including California's presumption that used oil is hazardous.
• Qualify and manage waste haulers, disposal vendors, and environmental consultants nationally, including contracts, cost, and performance.

Water, Storage, and Site Conditions:

• Determine stormwater applicability at each site and maintain the resulting obligations, including industrial permit coverage or No Exposure Certification, SWPPPs and BMPs, sampling, annual evaluations, and state portal submittals.
• Set standards for detailing and wash water handling across the network, including discharge authorization, clarifiers and interceptors, drain control, and dry cleanup practices.
• Maintain aboveground storage tank compliance and SPCC plans where oil storage triggers applicability, including tank inspections, secondary containment, integrity and monitoring requirements under state programs, and spill containment readiness.
• Manage EPCRA Tier II chemical inventory reporting where storage thresholds are met.Maintain chemical inventory and SDS standards nationally, including approved-chemical controls.

California-Specific Programs:

• Maintain Hazardous Materials Business Plans, CERS reporting, and CUPA relationships for California sites, and serve as the site contact for CUPA inspections.
• Maintain Prop 65 warning and exposure obligations.

Air Quality and Coating Operations (Planned Facility):

• Lead air district permitting for the planned coating operation, including permit to construct, permit to operate, permit conditions, modifications, and renewals with the applicable district.
• Establish compliance with the applicable district automotive coating rule and federal NESHAP 6H (40 CFR Part 63, Subpart HHHHHH), including VOC content limits, application equipment requirements, booth and filter standards, painter certification cycles, notifications, and recordkeeping.
• Build the tracking for coating and solvent usage, VOC and HAP records, and emissions inventory and reporting where triggered, including AB 2588 obligations.
• Add coating waste streams to the waste program, including waste paint, spent solvent, gun‑cleaning waste, and contaminated booth filters, and reassess generator status accordingly.
• Coordinate with Facilities and equipment vendors on environmental aspects of booth design and commissioning.

Environmental Incident Response:

• Own response to releases and spills across the network, including containment, cleanup, agency reporting within required timeframes, root cause investigation, and corrective action closure.

Training, Launches, and Facility Projects:

• Build environmental training content for site teams, including waste handling and segregation, spill response, and labeling, delivered through regional EHS Specialists and site leadership.
• Serve as environmental reviewer for new site launches nationally, covering registrations, permits, waste program setup, and day‑one readiness.
• Provide environmental input on facility layout, chemical and waste storage, containment, and drainage during the design phase.

What Drives Success for this Role:

• 5+ years of environmental compliance experience, including California, in fleet, automotive service, manufacturing, distribution, logistics, or environmental consulting.
• Hands‑on ownership of hazardous and universal waste requirements under federal RCRA and at least one state program, with California Title 22 experience strongly preferred within that.
• Working experience with stormwater permitting and SWPPPs, and with California CUPA, HMBP, and CERS obligations.Experience building an environmental program across multiple sites or states, rather than maintaining a single facility's.
• Experience representing an organization to regulatory agencies during inspections.
• Current DOT hazardous materials training and HAZWOPER awareness, or ability to obtain both within six months of hire.
• Ability to drive corrective actions to verified closure through people who do not report to you.
• Willingness to travel nationally across the hub network (30–40%).
• Valid driver's license and an acceptable driving record (per company standards).

Preferred Skills:

• Experience with air district permitting and federal NESHAP 6H compliance for a coating or refinish operation.
• Certification such as CHMM, REM, QSD/QSP, or CECM.
• Bachelor's degree in environmental science, environmental engineering, chemistry, or a related field.
• Collision, refinish, or automotive reconditioning industry background.
• Environmental consulting background with multi-client, multi-state exposure.
