Job summary

TRC Companies, Inc. in Houston, TX, seeks a Project Manager to join the Planning, Permitting and Licensing practice. You will manage environmental reports, complex assessments, and permitting for energy projects, ensuring quality and profitability.

Responsibilities include budgets, schedules, and RFP leadership, with travel ~25%. You will mentor staff and drive business development for environmental planning services across TRC sectors.

Qualifications

• Bachelor degree in biology or related field (ecology, wildlife biology, environmental science, natural resources) is required.
• 10–15 years of experience managing environmental planning, permitting, and licensing for energy projects.
• Strong verbal and written communication, client management, and ability to lead complex projects.

Responsibilities

• Support growing energy practice by managing environmental reports, field and desktop assessments, and permitting.
• Maintain quality and profitability across TRC projects.
• Develop budgets, scope, and schedules; monitor and enforce them.
• Lead RFPs with technical teams, operations, and market directors.
• Manage medium to large multi-disciplinary projects and client relations.
• Lead NEPA, environmental planning, and permit efforts (USACE, CWA, ESA).
• Lead state and local permitting efforts and mentor staff on technical delivery and project financials.
• Proactively pursue selling environmental planning and permitting services to energy clients.
