Qualifications

• Bachelor’s degree or higher in a related field and 4–8 years in environmental consulting, regulatory, planning, or infrastructure.
• Experience leading environmental permitting, regulatory compliance, environmental review, and linear infrastructure project delivery.
• Strong ability to interpret complex regulations, permit conditions, and agency correspondence.
• Proven written and verbal communication skills with agencies, leadership, or public stakeholders.

Responsibilities

• Lead preparation and submission of complex federal, state, and local environmental permit applications.
• Develop permitting strategies, schedules, agency outreach plans, and risk-management approaches.
• Coordinate consultants producing environmental studies, field assessments, and materials.
• Manage agency comments, information requests, permit revisions, commitments, and tracking.
• Foster coordination among engineering, land, construction, environmental, legal, external affairs, and project-management teams.
• Negotiate and discuss with regulators, municipalities, and external stakeholders.
• Review technical work products for accuracy and regulatory alignment.
• Mentor junior analysts on permitting procedures and project delivery.
• Report permitting status, risks, opportunities, and schedule impacts to leadership.
• Promote safe work practices and integrate health, safety, environmental, and quality requirements.
