Job summary

The City of Fort Worth Environmental Services Environmental Health Division is seeking an Environmental Field Operations Superintendent to oversee city litter control programs, including litter abatement, illegal dump collections, street sweeping, and vendor management. The role also manages staff, equipment, and budgets while coordinating with multiple stakeholders.

The ideal candidate will have a bachelor's degree in a related field, 5 years of relevant experience, 2 years of supervisory

Qualifications

• Bachelor's degree from an accredited college or university in environmental science, environmental engineering, public administration, business administration, or a related field.
• Five (5) years of experience in Environmental Services, Solid Waste Management, Environmental Pollution, Environmental Compliance, Sustainability, Litter Control or related areas.
• Two (2) years of administrative and supervisory experience.
• Valid Texas driver's license.

Responsibilities

• Supervises staff, including prioritizing and assigning work, evaluating performance, and ensuring training and policy compliance.
• Establishes schedules and methods for service delivery and allocates resources accordingly.
• Participates in policy development and monitors activities for compliance and improvements.
• Conducts meetings and presentations with the public and community groups to explain goals and respond to inquiries.
• Coordinates activities with other divisions, departments, and outside agencies; supports the Environmental Services Director.

An Environmental Field Operations Superintendent job is available with the City of Fort Worth Environmental Services Environmental Health Division. This position oversees the city's litter control programs which include citywide litter abatement, illegal dump collections, street sweeping operations and the management of multiple vendor services. The position also oversees multiple contracted personnel who remove loose litter from major arterials, highways, and designated city areas. Management of various personnel, equipment, and budget, as well as scheduling of work with multiple stakeholders, is within the scope of this position.

Minimum Qualifications:

• Bachelor's degree from an accredited college or university with major course work in environmental science, environmental engineering, public administration, business administration, or a related field
• Five (5) years of experience in any combination of the following disciplines: Environmental Services, Solid Waste Management, Environmental Pollution, Environmental Compliance, Sustainability, Environmental Stewardship, Litter Control, Waste Diversion or related experience
• Two (2) years of administrative and supervisory experience
• Valid Texas driver's license

• Municipal budget preparation and administration experience
• Public speaking experience
• Heavy equipment operations experience

The Environmental Field Operations Superintendent job responsibilities include:

• Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations
• Establishes schedules and methods for providing the applicable services; identifies resource needs; reviews needs with appropriate management staff; and allocates resources accordingly
• Participates in the development of policies and procedures; monitors work activities to ensure compliance with established policies and procedures; and makes recommendations for changes and improvements to existing standard[s] and procedures
• Conducts a variety of meetings and presentations with members of the public and community groups to explain city environmental compliance goals and objectives, and policies and procedures; responds to public inquiries; provides information; and assists in resolving complaints regarding solid waste issues
• Coordinates assigned activities with other divisions, departments, and outside agencies; provides highly responsible and complex administrative support to the Environmental Services Director

Depending on the assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking, repetitive motions, climbing, balancing, pushing, pulling, and lifting. Incumbents may be exposed to moving mechanical parts, odors, dust, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises.

• Light Work - Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work.
