Job summary

Commonwealth of Kentucky, Energy & Environment Cabinet, Dept for Environmental Protection in Frankfort, KY, seeks an Environmental Engineer Supervisor in the Municipal Section of the Division of Water to lead a team preparing Kentucky Pollutant Discharge Elimination System (KPDES) permits for publicly owned treatment works.

You will provide technical and scientific assistance on permitting, represent the Division at meetings, and serve as an expert witness when needed, helping ensure compliance

Qualifications

• Must have two years of engineering experience in addition to licensure.
• A master's degree in engineering substitutes for one year of experience.
• Graduate work beyond a master's substitutes on a year-for-year basis.

Responsibilities

• Supervise a team in the Municipal Section, including approving leave requests and evaluating staff.
• Review draft permit documents for KPDES discharge permits for compliance.
• Provide technical assistance on KPDES, Pretreatment, MS4s, and WET programs.
• Represent the Division at meetings and conduct site visits as required.
• Act as an expert witness at hearings regarding the KPDES program.

By joining the Division of Water's Surface Water Permits Branch as an Environmental Engineer Supervisor of theMunicipal Section in Franklin County, you will have the opportunity to lead a team in preparing KentuckyPollutant Discharge Elimination System (KPDES) permits for publicly-owned treatment works and providingtechnical and scientific assistance on permitting for this regulated community.

Holders of the Environmental Engineer Supervisor position will complete tasks such as:

• Supervise a team of employees in the Municipal Section including, but not limited to, approving and denyingleave requests, approving timesheets, providing coaching to staff, completing staff evaluations, etc.
• Review draft permit documents for KPDES discharge permits to Municipal Wastewater Treatment Plants preparedby staff to determine compliance with applicable federal and state laws and regulations.
• Provide technical assistance regarding environmental statutes and regulations related to KPDES permitapplications and permitting documents, the Pretreatment Program, the Municipal Separate Storm Sewer Systems(MS4s) Program, and the Whole Effluent Toxicity (WET) compliance program.
• Represent the Division at meetings and conferences as it relates to KPDES permitting activities and conductssite visits as required.
• Act as an expert witness at hearings regarding the KPDES permitting program.

Working Conditions

Work is performed in the office and in the field. Will be exposed to risks inherent to construction sites.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.

Minimum Requirements

EDUCATION: See Special Requirements.

EXPERIENCE, TRAINING, OR SKILLS: Must have two years of engineering experience in addition to that required for licensure as a professional engineer.

Substitute EDUCATION for EXPERIENCE: A master's degree in engineering will substitute for one year of the required experience. Graduate work in engineering beyond a master's degree will substitute for the required experience on a year-for-year basis.
