STV is growing and has an immediate opening for a highly motivated environmental professional looking to expand as an Environmental Assistant Project Manager / Lead Biologist. Location is flexible – any of our Texas office locations.
In this role, you will have the opportunity to manage and support the preparation of a variety of National Environmental Policy Act (NEPA) environmental documents and work closely with our Environmental Planning & Permitting and Engineering teams to make a significant impact on the communities we serve.
Environmental Project Manager Responsibilities
- Responsible for planning and managing all aspects of small projects and supporting larger environmental projects and processes (e.g., technical studies, NEPA CEs and EAs).
- Assist public and private clients with agency permits.
- Define the level of environmental analysis required. Coordinate the work of professional staff on projects.
- Guide and mentor junior staff.
- Establish and maintain client relations; involved with marketing, proposal development, scope and fee preparation, and document production.
- Participate in reviews with governing agencies for compliance. Lead preparation for and participate in public meetings and hearings.
- Serve as a technical resource, assign work to staff, and coordinate workload to ensure timely completion of documents.
- Author and review state and federal permit applications (e.g., USFWS, USACE, TPWD).
- May include fieldwork such as wetland delineations or habitat assessments. Some travel may be required.
- Serve as the team’s biological and water resource technical expert (Section 404 jurisdiction, coordination levels, etc.).
- Track financial aspects of projects and coordinate workload with team and subconsultants to meet schedules.
- Collaborate with the Department Manager and Senior PMs for project reviews and with management as needed.
- Stay updated on changing regulatory laws and practices.
Mandatory Qualifications
- Bachelor’s degree in environmental sciences, wildlife management, transportation planning, biology, environmental planning, or a related field.
- Minimum of 5 years of experience with NEPA documentation for transportation projects and permitting.
- Practical knowledge of environmental regulations: Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Environmental Justice, Section 404 of the Clean Water Act, among others.
- Experience with NEPA CEs, EAs, and TxDOT projects.
- Expertise in water or biological resources, including wetlands delineation and threatened/endangered species.
- Experience as primary author of Section 404/10 permits and contributions to USFWS consultations.
- Coordination experience with USACE as permit applicant.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Strong environmental writing and communication skills.
- Excellent organizational, problem-solving, and research abilities.
- Ability to work independently and in a team.
Preferred Qualifications
- Master’s degree in an environmental field.
- Permit holder for listed species.
- GIS experience.
- PWS or CWB certifications.
- TxDOT environmental pre-certifications.
- Experience authoring multiple Section 404/10 permits and USACE permits.
- Experience preparing Biological Evaluations or Assessments with USFWS concurrence or biological opinions.
Compensation Range
$72,290.42 - $96,387.22
