Introduction

The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is recruiting for an Environmental Analysis & Review Specialist - Entry or Advanced (Project Position) to join our Environmental Services Team within the Bureau of Technical Services.

This full time project position will be headquartered in Madison, WI.

Position Summary

Responsibilities

Under close supervision, this position will support the two Cultural Resources Team (CRT) staff in delivering the highly technical cultural resources portion of the Department's program. The primary responsibilities of the person in this position include:

  • Reviewing, completing, and distributing Request to Disturb documentation received by CRT
  • Leading the cultural resources portion of Department Surplus Parcel sales
  • Managing the CRT folder and files structure in Box
  • Managing and processing files received by the CRT through daily emails
  • Printing and distributing Section 106 reports to appropriate WisDOT staff and partner agencies

Salary Information

The Entry level position is in schedule-range (15-04) with an annual salary of $54,080 - $64,480.

The Advanced level position is in schedule-range (15-03) with an annual salary of $64,480 - $83,200.

This position offers excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Wisconsin Residency Is Required For Project Positions.

These project/permanent positions have been authorized until May 2029. Project/permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12-month probationary period (if applicable), employees in these positions will attain permanent status and will be eligible to transfer to other permanent positions similar to other permanent employees in state service. This allows employees to be considered for other similar positions when the project position approaches its expiration date.

WisDOT does not sponsor work visas. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States. WisDOT is not an E-Verify employer.

Prior to any appointments for position(s) filled from this announcement, candidates may be subject to a comprehensive criminal background check which may include FBI fingerprinting.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Madison, WI office at least 2 days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Qualifications

Qualified applicants at the Entry level will have experience with all the following:

  • Experience with documentation management
  • Experience working in a team environment
  • Experience providing external customer service
  • Experience working with computer programs for filing and data entry

In addition to having all the above, well qualified applicants at the Entry will also have experience with one or more of the following

  • Experience with environmental laws, rules, policies and/or procedures, such as Section 106, Wis. Stat. 157.70, Wis. Stat. 44.40, or other equivalent state or local laws, etc.
  • Experience using Box for document filing and/or distribution

At the Advanced level, applicants will have experience with one of the following:

  • Completion of an introductory course in the provisions of Section 106 such as those offered by the Advisory Council on Historic Preservation (ACHP), National Preservation Institute (NPI), or another recognized agency such as WisDOT.
  • Experience working on Section 106, Wis. Stat. 157.70, or Wis. Stat. 44.40 documents, such as the WisDOT Cultural Resources Screening Submittal form, Request to Disturb documentation, Determinations of Eligibility, or nominations to the National Register of Historic Places.
  • Experience assisting in analyzing proposed federal and state environmental legislation, evaluated its potential impact on program operations, and develop recommendations and comments for further actions.
