Central San, a progressive public utility, seeks an Environment, Health and Safety Administrator to supervise staff responsible for safety, occupational health, industrial hygiene, and emergency action responses.

The role develops, implements, and administers programs, policies, and procedures; plans and directs training and safety activities to ensure compliance and high performance.

Qualifications

  • Bachelor's degree in Safety, Industrial Hygiene, Environmental Engineering, or closely related field.
  • Five years of safety/industrial hygiene/environmental engineering experience with two years in lead or supervisory roles.
  • Substitution: four years of additional qualifying experience may replace the degree.
  • Must hold a valid California Driver’s License; out-of-state license accepted temporarily.
  • Preferred CSP/CIH/ASP/OHST/CHST certifications.

Responsibilities

  • Review regulatory requirements to determine impact on the District.
  • Oversee development and delivery of safety training programs; audit for compliance.
  • Develop and oversee emergency action plan implementations.
  • Oversee investigations of accidents and incidents; identify trends and corrective actions.
  • Develop and maintain a comprehensive contractor safety program with safety orientations.
  • Recommend PPE and safety equipment; coordinate procurement with vendors.

Job description

Central San, a progressive public utility, is seeking an Environment, Health and Safety Administrator. This position will supervise, assign, review, and participate in the work of staff responsible for safety, occupational health, industrial hygiene, and emergency action plan responses. This role will also develop, implement, and administer programs, policies, and procedures, plan, organize, and direct the development of a wide variety of safety, and training programs, and ensures work quality and adherence to established policies and procedures.

Duties of the position will include:

  • Reviews current and proposed regulatory requirements to determine impact on the District; provides feedback to the regulatory agencies as appropriate.
  • Oversees the development and delivery of training programs in support of District goals; audits programs and standards to ensure continued compliance from a performance and administrative standpoint; recommends and implements changes as appropriate.
  • Participates in developing and overseeing the implementation of emergency action plans.
  • Participates in overseeing accident and incident investigations including notification of appropriate personnel; reviews accident and incident records; identifies trends and recommends corrective and preventative actions.
  • Participates in and oversees the development and maintenance of a comprehensive contractor safety program, including establishing standards for contractor safety orientations and required pre-construction activities before notices to proceed are issued or work begins.
  • Recommends acceptable personal protective equipment and safety equipment for use by District personnel; meets with vendors to source and evaluate equipment; approves purchase of equipment.
Education:

Possession of a Bachelor’s Degree from an accredited college or university with major coursework in Safety, Industrial Hygiene, Environmental Engineering, or closely related field.

Experience:

Five (5) years ofsafety, industrial hygiene, or environmental engineering experience including two (2) years of lead or supervisory experience.

Substitution for Education:

Four (4) years of additional qualifying experience as noted above may be substituted for the Bachelor’s degree.

Licenses and Certifications:

Possession of a valid California Driver’s License. A valid out of state driver’s license will be accepted during the application process. Must possess a valid California Driver’s License within 90 days of appointment.

Possession of a certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), Graduate Safety Practitioner (CSP), Occupational Health and Safety Technologist (OHST), and/or Construction Health and Safety Technician (CHST).

The most qualified candidates will be invited to participate in the examination process. Human Resources shall determine the examination steps to be used for this recruitment. The steps may include, but are not limited to, a written examination, practical examination, application screening, and/or oral board examination. One or more of these steps may be used and in any order. At the end of the testing process, candidates passing all of the examination steps will have their names placed on an eligibility list. The list is valid for six months and may be extended up to an additional six months at the request of the hiring department. The list may be used to fill future positions iin the classification.

Applicants meeting the minimum qualifications are not guaranteed advancement to the examination process. All applicants will be notified of the results of the review process.

Successful candidates not currently employed in regular status by the District must pass a pre-employment physical examination to be considered for appointment.
