Job description

Keystone Custom Homes, one of the nation's most respected private homebuilders, is seeking an organized, detail-oriented Land Development Coordinator to support our Land Development Department. This role keeps our projects moving from approved concept to a shovel-ready site by managing the plans, permits, utility work, and approvals each new community needs.

Position Overview

The Entitlement Coordinator works closely with the Land Development team and partners every day with civil engineers, municipal staff, county conservation districts, the Pennsylvania Department of Environmental Protection (DEP), and utility providers. You will own the tracking that keeps submissions on schedule and the details that keep approvals and permits in good standing.

Key Responsibilities
  • Coordinate zoning, subdivision, and land development plan submissions, tracking municipal review comments, approval conditions, and meeting and hearing dates.
  • Prepare and track DEP and NPDES permit applications, including PAG-02 stormwater coverage and erosion and sediment control plan reviews, working with project engineers and the county conservation district.
  • Monitor permit compliance, renewals, and reporting requirements, including Notice of Termination filings as phases are completed.
  • Manage utility coordination for water, sewer, gas, electric, and telecom, including service applications, design reviews, agreements, and installation schedules.
  • Track financial security (bonds and letters of credit) and development agreements, including reduction and release requests.
  • Maintain an entitlement schedule for each project and flag risks to approval and permit deadlines early.
  • Keep organized project files for plans, permits, agreements, approvals, and agency correspondence.
  • Provide administrative support to the Land Development team, including meeting agendas and notes, consultant invoice processing, and agency correspondence.
Qualifications
  • 3-5 years of experience in land development, entitlements, permitting, municipal planning, or civil engineering support.
  • Working knowledge of the land development approval process, including zoning and subdivision and land development ordinances (SALDO).
  • Familiarity with DEP and NPDES stormwater permitting and erosion and sediment control requirements.
  • Strong administrative and organizational skills, with the ability to track many deadlines across multiple projects.
  • Clear written and verbal communication with engineers, municipal officials, agency staff, and utility providers.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
Nice To Have
  • Experience coordinating new service, line extensions, or easements with utility providers.
  • Ability to read site plans and civil engineering drawings.
  • Experience with Smartsheet or a similar project tracking tool.
  • Degree or coursework in planning, civil engineering technology, environmental science, or a related field.
