Position Overview
The Land Development Project Manager will oversee the full development process, from estimating and bidding to utility applications, design and inspections.
Key Responsibilities
- Review plans, engineer reports, and identify inconsistencies and value‑engineering opportunities.
- Coordinate and complete utility applications for backbone design and service connections.
- Prepare high‑level and detailed project estimates with unit quantities and pricing.
- Solicit and review detailed bids, select contractors for site work, and monitor construction progress to ensure schedule and specification compliance.
- Meet with jurisdictional officials during installation and inspection of infrastructure, amenities, signage, landscaping, etc.
- Track and communicate project schedules, reporting milestones.
- Ensure Best Management Practices are followed in all erosion & sediment control plans and weekly inspections, following authorities such as PADEP, MDE, and other mid‑Atlantic states.
- Manage budgets, approve invoices and time sheets (where applicable), and track expenses/revenue with accounting services.
- Track current market pricing for budget development and identify shortfalls/overages.
- Oversee field change orders and process all change orders in accordance with company policy and procedures.
- Maintain open communication with landowners, governmental agencies, and internal/external customers.
- Complete detailed inspection reports, document on forms, and maintain photo logs.
Qualifications
- Minimum 7 years of proven successful development construction experience.
- Bachelor’s degree in Civil Engineering, Land Planning, Construction Management, or a related field (preferred).
- Ability to read, comprehend, and explain complex and detailed plans and specifications.
- Experience with Municipal, State and Federal inspection requirements.
- Occasional travel (sometimes overnight) throughout the Mid‑Atlantic region.
- Proficiency in Microsoft Office programs.
- OSHA certification preferred; safety‑oriented mindset.
- Valid driver’s license.
- Strong attention to detail and communication/interpersonal skills.
- Bilingual (Spanish) is a plus.
