The Prince George’s Office of Information Technology is currently seeking qualified applicants to fill an Enterprise IT Training Manager, (Administrative Specialist 1G) grade G29 position, in the Training and Communication Division.
About the Position
The Enterprise Information Technology Training Manager plans, develops, implements, coordinates, delivers, and evaluates comprehensive technology-focused learning, professional development, and organizational development programs. The incumbent conducts need assessments, analyzes workforce and training trends, develop curricula, creates instructor‑led and digital learning content, and manages learning initiatives designed to strengthen employee performance and organizational effectiveness.
The incumbent serves as the lead administrator for the Learning Management System (LMS), oversees the development and deployment of SCORM/xAPI-compliant IT courses, maintains training records and performance data, and evaluates program outcomes. The position also oversees the Learning and Organizational Development budget, coordinates external training resources and university partnerships, and provides technical guidance and training support to County departments.
About the Agency
The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The?OIT Service Desk?provides information technology support and maintenance services to Prince George’s County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services.
- Conducts organizational and county‑wide training needs assessments using workforce data, stakeholder feedback, and consultation with agency representatives and subject‑matter experts. Develops strategic learning plans, curricula, delivery methods, and recommendations aligned with County priorities, technology initiatives, succession planning, and employee‑development goals, while leading Countywide learning and organizational development initiatives.
- Designs, implements, delivers, and evaluates learning and organizational development programs for county employees at all levels, including supervisory, leadership, technical, and workforce‑development initiatives. Develops accessible, high‑quality instructional materials, assessments, and multimedia content using modern learning technologies and creates new programs and processes to address evolving employee and organizational needs.
- In consultation with the Office of Human Resources Management, serves as the team’s lead LMS administrator, overseeing system use, course configuration, user access, reporting, and the secure maintenance of IT course catalogs and learning records. Packages, tests, and uploads SCORM/xAPI‑compliant content; establishes enrollment and completion requirements; tracks participation; prepares reports; and coordinates with technical support staff and vendors to resolve system issues.
- Collects, analyzes, and presents learning‑program data to evaluate course quality, participation, knowledge acquisition, satisfaction, behavioral outcomes, and overall effectiveness. Maintains comprehensive training records; develops dashboards, reports, and presentations for stakeholders; and uses evaluation findings to recommend improvements to instructional content, delivery methods, technology, and administrative processes.
- Facilitates instructor‑led, virtual, blended, and technology‑based learning programs to strengthen employees’ job‑related knowledge and application of policies, systems, and procedures. Provides coaching, technical assistance, and instructional support to employees, managers, facilitators, and departmental training contacts while assisting County departments with curriculum development, program implementation, LMS administration, training evaluation, and vendor coordination.
- Coordinates with educational institutions, professional associations, training providers, technology vendors, consultants, and other external partners to deliver professional‑development opportunities through various learning methods. Manages university partnerships and related agreements, evaluates and recommends external training resources, and researches industry best practices, emerging technologies, and instructional approaches to improve organizational learning effectiveness.
- Performs other related duties assigned in support of OIT executive leadership and strategic objectives.
- Develops, monitors, and oversees the Learning and Organizational Development budget, including projections, expenditures, vendor proposals, licenses, subscriptions, instructional materials, and technology costs, while identifying cost‑effective methods aligned with approved priorities.
- Represents OIT in meetings with OHRM and external partners in a professional manner.
- Conducts all County business professionally, maintaining confidentiality and compliance with ethics, cybersecurity, and operational standards.
Minimum Qualifications
- Master's Degree from an accredited College or University in Business Administration, Public Administration, or a closely related field.
- Two (2) years of progressively responsible experience in governmental activities to be specified based on position assignment.
An equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities may be considered.
Preferred Qualifications
- Experience developing and deploying multiple learning methods and programs, workshops, and materials suitable for in‑person, virtual, e‑learning, and asynchronous training using e‑Learning platform Articulate 360.
- Experience developing and implementing career development and professional support, including coaching, mentoring, job‑shadowing, and online training.
